ti Site Characterization and Soi.aemediation Plan: 7500{hest Eleventh Street, Tracy, A. Page 10
' Detection of Underground Utilities
To provide safe working conditions, before any site characterization work that
. involves digging, drilling or probing into the subsurface is performed, the
whole of the on-site and off-site areas where such work is to be performed will
be surveyed by the United Services Agency (U.S.A.). That agency will mark
the locations of gas and water supply pipes, electric lines and other utility
infrastructure that is present beneath the surface. On-site detection of buried
utilities will be supplemented, as necessary, by a specialist contractor retained
by the engineer.
Search for Existing Wells
A domestic water-supply well is located near the center of the restaurant and
service station building complex on the 7500 West Eleventh Street site. Water
from this well is used to supply the Casa Mendoza restaurant. An annual
permit fee is paid to the SJCHCSA for oversight of this well, water from which
is periodically tested according to requirements of that agency. These permit-
compliance activities are the responsibility of the restaurant operators.
The Navarras do not have a copy of the well log, if such exists. Under non-
pumping conditions, the depth to groundwater in the well is approximately 12
ft. below the ground surface. The total depth of the well is unknown, but the
pump, which was replaced on June 1, 1999, was set at a depth of 70 ft. An
effort to obtain information regarding the construction details of this well will
be included as part of the site characterization program.
4.
A preliminary search for the presence of existing off-site agricultural,
industrial, domestic, municipal and other wells within a 2,000 ft. radius of
7500 West Eleventh Street has been made using United States Geological
Survey (USGS) topographical maps and the searchable electronic-databases
;- available from Vista Information Solutions, Inc. (Vista) of San Diego,
California.
Surprisingly, the search of maps and government databases, did not reveal the
3 presence of the on-site well described above.
No wells within a radius of 2,000 ft. of the subject property are shown on the
USGS 7.5' series maps of the Union Island and Tracy Quadrangles.
The Vista searchable electronic database contains information from 25 Federal
and State regulatory agency databases, as well as the Federal Reporting Data
System (FRDS) that provides information on wells that are used by 194,000
i communities and water-supply systems. Of the 39 wells cited in the 95376 Zip
Code, which includes the Tracy area, it was possible to eliminate 21 from
consideration because the databases contained distant site addresses or other
sic
