Extended Site Characterization Report; 7500 West Eleventh Street, Tracy, CA. Page 48
s 8.0 POTABLE WATER, IRRIGATION AND OTHER WELLS NEAR SITE
When the work plan for the first phase of the site characterization program conducted at
the 7500 West Eleventh Street site was prepared in June 1999, it included, as was
requested by the SJCEHD (San Joaquin County Public Health Services, 1999b), the
results of a preliminary search for drinking water, agricultural and industrial wells within
a 2,000-ft. radius of the site. This preliminary search was extended by field research and
searches for well records at the offices of the SJCEHD in Stockton and the DWR in
Sacramento, California. The results are presented below.
8.1 U.S.G.S and Electronic Database Searches
The preliminary well search was made using United States Geological Survey (USGS)
topographical maps and the searchable electronic databases available from Vista
Information Solutions, Inc. (Vista) of San Diego, California (The San Joaquin Company
Talc., 1999).
No wells within a radius of 2,000 ft. of the subject property are shown on the USGS 7.5'
series maps of the Union Island and Tracy Quadrangles (U.S. Department of the Interior,
Geological Survey 1978, 1981). The Vista searchable electronic database contained
_f information from 25 Federal and State regulatory agency databases, as well as the Federal
Reporting Data System (FRDS). However, the search of those databases identified only
two wells within the search zone. One was a water-supply well on the property at 7933
West Eleventh Street, formerly the location of Anna Maria's Italian Restaurant, now
known as Jack's Place, located approximately 1,200 ft. west of the subject property on
the north side of West Eleventh Street. The second well found in the database is on the
=: property of the Brown House Trailertel mobile home park, which is located
= approximately 1200 ft. south of the subject property, on the west side of Chrisman Road.
That well is shown on Figure 2.
8.2 Field and County and State Record Searches
The scarcity of wells found in the preliminary search of Federal and State databases is
typical of SJC's experience with similar investigations; it was clear that a significant
number of domestic, agricultural and commercial wells that support this outlying area of
Tracy, where no municipal water-supply system is extant, were not recorded in those
} databases. Notably, those records did not include a citation to the potable water-supply
well that is located inside the Casa Mendoza restaurant situated on the 7500 West
Eleventh Street property itself.
To ensure that any potable water supply, agricultural or other wells located within the
area that might be at risk due to a release of hydrocarbons at 7500 West Eleventh Street
were found, SJC staff made several ground searches of the area as the site
characterization program progressed and expanded. In addition, SJC staff continued to
conduct interviews with neighboring property owners and other citizens having
knowledge of the history of the area. That search identified the presence of a total of ten
SJC
