V <br /> Analysis <br /> Back round <br /> The church currently operates a 350 member religious facility and maintains a cemetery on the parcels <br /> immediately to the south of the proposed project site(APNs 205-070-22, 24, 25, 26). The Phase I chapel <br /> is not intended to accommodate the existing church but will augment the church as a chapel for up to 50 <br /> people. Upon completion of Phase 11, the existing church membership will relocate to the 20,000 square <br /> foot facility; the existing church building will remain and be used as a chapel for the cemetery. <br /> The new facility will employ a total of four people. The school is anticipated to employ a total of twelve <br /> people. The hours of operation for the proposed church will remain the same as the existing facility. The <br /> church currently holds services on Saturday at 5:00 p.m. and 7:00 p.m. and on Sunday at 8:00 a.m., <br /> 10:00 a.m. and 11:30 a.m. In addition, there is a daily mass at 8:00 a.m., Monday through Thursday. The <br /> K-8 school will operate Monday through Friday from 8:00 a.m. to 4:00 p.m.The multi-purpose building will <br /> be used for church functions and gatherings. <br /> The project site contains an existing single family residence which will remain. <br /> PhaSin <br /> The applicant is prop'asing four phases over a period of 30 years. Because it is difficult to project policies <br /> and impacts over greater periods of time, the County generally limits phasing to around 15 years. The <br /> County will probably have a new General Plan, and possibly two, within 30 years. Also, the traffic study <br /> for this project only considered traffic projections to 2025. Exceptions have been made for low impact <br /> uses such as cemeteries which are expected to expand at a fairly predictable rate. For these reasons, the <br /> Community Development Department recommends that the phasing be limited to 15 years. <br /> Neighborhood Res"onse <br /> The Community Development Department received one letter of opposition.The letter addressed <br /> concerns regarding the compatibility of a religious facility within an agricultural zone, traffic impacts, fire <br /> department access and proper notification of the project to the surrounding property owners. <br /> Land Use: This projt:ct conforms with the current zoning of AG-40 (General Agricultural with a 40-acre <br /> minimum)and the General Plan designation of AIG (General Agriculture). The Use Types Religious <br /> Facility-Regional and%Educational Services-General may be conditionally permitted in the AG-40 zone <br /> with an approved Use Permit application. The surrounding land uses to the south are a cemetery and a <br /> religious facility; the land uses to the north are agricultural, and to the east and west are agricultural with <br /> scattered residential. <br /> Traffic Impacts:They letter expressed specific concerns for traffic impacts along Carrolton Road and <br /> State Route Hwy 120,: Based upon the proposed project, the Department of Public Works required a <br /> traffic study to identify potential significant impacts on traffic. A traffic study dated June 2, 2008 was <br /> conducted by KD Anderson &Associates, Inc. The traffic study identified a potentially significant traffic <br /> impact at the intersection of Carrolton Road and State Route Highway 120, as a mitigation measure, the <br /> developer shall install a traffic signal prior to issuance of a building permit for Phase 11. The study also <br /> identified potentially significant traffic impacts at the intersection of French Camp Road and State Route <br /> Highway 120 and at:the intersection of Van Allen Road and State Route Highway 120; as a mitigation <br /> measure, the developer shall pay their fairshare cost toward a traffic signal and turn pocket for each of <br /> these intersections. <br /> San Joaquin County k PA-07002931St. Patrick's Church <br /> Page 3 <br /> Community Development <br />
