I <br /> Carrolton Road, Ripon. I am a neighbor living on Mello Ave. i <br /> I <br /> I am not opposed to the horse boarding, breeding and training stables in the area, I have some r <br /> concerns that the operation will be within the guidelines and Health Department rules. I have <br /> five points of concern. <br /> 1. Human Sanitation: What provisions are being made or required for human sanitation? Is j <br /> there adequate provisions for human waste handling and washing facilities. These facilities <br /> need hot water. There will be people handling animal waste and blood and other infectious <br /> conditions when animals are present. I feel that a permanent facility needs to be required for ' <br /> proper cleanliness. j <br /> 2. Traffic Control: There needs to be careful study done for the safety of travelers on Carrolton <br /> Road. This is a high speed link between River Road and Hwy 120. With numerous vehicles <br /> entering and exiting Carrolton Road amongst the orchards is a hazardous situation. Mello and <br /> Carrolton intersection is somewhat blinded because of an orchard planted close to Carrolton. On <br /> the north of the Powers property there is an orchard which makes for visual difficulty. The other <br /> hazard is that Carrolton Road rises to cross an irrigation canal. This makes visibility of <br /> oncoming traffic difficult and somewhat blind. <br /> �. Dust Control: It is felt that with a large number of vehicle coming and leaving this property <br /> and business there will be vehicular dust created. It is felt that all driveways and parking areas <br /> should be graveled to eliminate this situation. <br /> 4. Employees: The rumor in the neighbor hood is that there is a family living in the garage at <br /> 20606 S. Carrolton Road. I cannot believe that Mrs. Powers, her son(a high school student) and <br /> her daughter( a college student) will be caring for 64 horses. Give me a break. There needs to <br /> be others available for all the care and cleaning and manure handling required. If there are no <br /> employees and the owner of the horses are required to feed and clean, etc. then the questions of <br /> the traffic situation and vehicular dust is of major concern! <br /> 5. Public Address: On April 4, 1998, this business sponsored a Gaited Horse Show. This event <br /> brought many vehicles and horse trailers to the property. It was a major event. This seems to be <br /> I� a good sign that this will be a thriving business. The problem was the public address system. <br /> Those of us in the neighborhood were required against our wills and desires to be participants in <br /> this horse event. We like and love the peace and quiet of the agricultural region. Having our <br /> privacy interrupted by this loud public address amplification equipment is a problem which must <br /> be prohibited. <br /> I� I indicated that I was not opposed to the horse activity,ty, but the invasion of my peace and quiet <br /> I� <br />
