Carrolton Road <br /> Ripon , CA. 95366 <br /> April 10 , 1998 <br /> r <br /> San Joaquin County <br /> Community Development Department <br /> Development Services Division <br /> 1810 East Hazelton Avenue <br /> Stockton , CA 95205 <br /> Attention : Kerry Sullivan <br /> This le <br /> tter <br /> is in regard to the <br /> 9 Use Permit application <br /> horse boarding , breeding , for <br /> and training stables for 64 horses sub- <br /> mitted by Stacey Powers ( UP-98-5 ) . <br /> As farmers <br /> living in close proximity to this proposed project <br /> site , we are very much opposed for the following reasons : <br /> 1 - the traffic which would be generated on an already busy <br /> Carrolton Road ; <br /> 2- the odor , dust , and flies which will add to those which <br /> are created from the chickens , calves , and cows presently <br /> causing problems in our area ; <br /> 3- the difficulty placed on farmers who have to run spray <br /> rigs and wind machines in order to protect orchards from <br /> frost , insects , etc . Ms . Powers has stated in the past that <br /> the noise from these machines scares her horses ; yet her <br /> property is surrounded by almond orchards which must be pro- <br /> tected . Will this not be a safety problem for the additional <br /> horses , as well ? <br /> 4- the noise from the horse shows which will , no doubt , be <br /> conducted on the property . 0n April 4th , our entire neigh- <br /> borhood was subjected to the sound of the public address <br /> system used at a horse show . Using our own back yards for <br /> any kind of function would have been greatly disturbed by <br /> this . The event went on from early morning until being <br /> rained out in the late afternoon . <br /> 5- According to the proposed site plan , there are no accom- <br /> modations for on-site parking except for family members . <br /> This leaves Only the roadsides and neighboring orchards for <br /> the cars , trucks , and trailers which will undoubtedly be <br /> present . Neither of these conditions should be allowed or <br /> tolerated ; <br />
