Carrolton Road Ripon , CA. 95366 April 10 , 1998 r San Joaquin County Community Development Department Development Services Division 1810 East Hazelton Avenue Stockton , CA 95205 Attention : Kerry Sullivan This le tter is in regard to the 9 Use Permit application horse boarding , breeding , for and training stables for 64 horses sub- mitted by Stacey Powers ( UP-98-5 ) . As farmers living in close proximity to this proposed project site , we are very much opposed for the following reasons : 1 - the traffic which would be generated on an already busy Carrolton Road ; 2- the odor , dust , and flies which will add to those which are created from the chickens , calves , and cows presently causing problems in our area ; 3- the difficulty placed on farmers who have to run spray rigs and wind machines in order to protect orchards from frost , insects , etc . Ms . Powers has stated in the past that the noise from these machines scares her horses ; yet her property is surrounded by almond orchards which must be pro- tected . Will this not be a safety problem for the additional horses , as well ? 4- the noise from the horse shows which will , no doubt , be conducted on the property . 0n April 4th , our entire neigh- borhood was subjected to the sound of the public address system used at a horse show . Using our own back yards for any kind of function would have been greatly disturbed by this . The event went on from early morning until being rained out in the late afternoon . 5- According to the proposed site plan , there are no accom- modations for on-site parking except for family members . This leaves Only the roadsides and neighboring orchards for the cars , trucks , and trailers which will undoubtedly be present . Neither of these conditions should be allowed or tolerated ;
