Robert D. Ney
20843 S. Carrolton Rd.
Ripon, CA 95366 -: ' '• ' IQ
April 13, 1998
Kerry Sullivan
San Joaquin County
Community Development Department
1810 E. Hazelton Ave.
Stockton, CA 95205
I
RE: Application Number UP-98-5
Dear Mr. Sullivan,
I
Regarding the above application for a use permit for horse boarding, breeding, and
training stables for a maximum of 64 horses, I have several concerns.
Carrolton Road is a high traffic roadway which is accompanied by high speeds. The fact
that horses will be hauled in and out on this road with trailers at slow speeds could be
very hazardous. Almond trees are on either side of the entrance creating a blind spot at
times to the on coming traffic.
Parking would also present a problem as there doesn't appear to be adequate space.
Parking would have to be along the roadway also presenting a danger to entering and
exiting vehicles especially where children were present.
There is already a fly problem in the area due to a local chicken ranch. Sixty-four horses
on this small a parcel are too many to clean up after. It would create a repulsive odor and
could eventually contaminate the water table.
Since the facility is so close to the road the added dust from the movement of the horses
could cause an auto accident. I have noticed that at times horses have been ridden in the
area orchards. These horses make holes in the dirt which then costs the farmer extra time
and money to re-Ievel the ground for harvest.
Besides all the above concerns, I am also concerned about the loud public address system
that would be used and the probability of several portable toilets for the people attending.
These are unsightly and can also create a repulsive odor.
I strongly recommend that the application by denied.
' 0 ert D. Nev
