CJ
TO: San Joaquin County
Community Development Department
Development Services Division
1810 East Hazelton. Ave.
Stockton, ` CA 95205
From: Carroll D. Smith APR 17 1998
21042 S . Carrolton Rd.
Ripon, CA .95366 r-,0,m r uniPaeve1oQMent DeDt
Attn: Kerry Sullivan
To Whom It May Concern:
Yes , I do have a lot to say about this lady getting a permit
to board horses . First of all there is a problem with the
flies around here. This woman doesn' t pick up the manure
and turn it under ground because she has no tractor, manure
spreader, or disc :'She says'' she abides' by rules , `you sure
can' t if you don' t have the proper equipment .
With that many horses around there will be a problem with
dust . This will cause a serious mite and spider problem to
surrounding almond orchards . She says the noise from spray
rigs bothers her horses . This isn' t the place to have a
horse ranch in the first place. She needs a more open area.
After seeing the map plans (site area) there isn' t going to
be much room left to ride horse back. This woman has been
riding on private property for the last 5 years with her
horses . This is stopping as of now or she will be subject
to arrest for polluting the area with horse manure and
leaving tracks on the ground in my orchard. We have talked
to her and she refuses to listen. Further more, the other
neighbors feel the same way.
She wants to have a horse arena on her property . This will
surely cause a lot of accidents at the intersection of
Carrolton and Mello . It ' s like an 80% blind corner . To the
north there is a dip where cars are not easily seen and that
is her entrance to one arena. She is planning on weekend
horse shows and will have more vehicles than there is
parking space. This will encourage people to park along
side the road where there are almond trees . With people
crossing the road there is a high risk of cars not slowing
down and some one is going to get run over . You just don' t
allow situations like this to be brought into the area.
I can see a large problem with human sanitation. She had
one port-a-potty for about 100 people. She should provide
for both women and men as a lot of people aren't very
careful .
