Page 71 <br /> �,. 9.4.3.8 Schedule <br /> It is estimated that it will take approximately three months from the time implementation of <br /> the system is authorized to reach an encroachment agreement the affected property owner to <br /> install the LNAPL holding tank, the noise abatement enclosure and the secondary <br /> containment required for implementation of Technology C - Skimming of LNAPL from <br /> Extraction Wells - in a secure enclosure in the parking lot of the commercial building at 7501 <br /> West Eleventh Street. Monitoring well permits from the SJCEHD, encroachment permits for <br /> installation of monitoring wells in public highways from the SJCPWD and the necessary <br /> bonds for those wells in addition to the necessary planning permission, building permit and <br /> Fire Marshall's approval can be obtained during the same period. <br /> .01 Orders for the remediation system equipment can be placed within one week of authorization <br /> to proceed. Thereafter, it is estimated that the system components can be delivered to the site <br /> within 30 days. Construction of the facilities to be constructed on the property at 7501 West <br /> Eleventh Street is expected to take two weeks and installation of underground air and product <br /> line conduits to be completed in parallel with that work. Installation and set up of the pumps <br /> and pneumatic control systems in the extraction wells will require two days. <br /> We expect the drilling contractor to be able to mobilize to the field within three weeks of <br /> access to the well sites being granted. Installation of the wells will require two days and, after <br /> a one week delay to permit concrete and grout to set, their development will require one day. <br /> That work can be performed at the same time that the general contractor is constructing the <br /> rest of the remediation system components. <br /> *v <br /> Following installation of the extraction pumps in the wells, it is expected that one month of <br /> operations will be required to -fully commission the system and fine-tune it for optimal <br /> efficiency. During that same period an operating manual can be prepared and published. <br /> Based on the assumptions stated above, it is expected that routine operation of the LNAPL <br /> lie remediation system could be achieved within six month of receipt of.authorization to <br /> proceed. <br /> Because it is difficult to estimate the rate at which emulsified LNAPL and groundwater will <br /> accumulate in the holding tank, only general estimates can be made for the frequency at <br /> which the tank will have to be emptied and its contents shipped for off-site recycling and <br /> disposal. For planning purposes, a first shipment six months after the system begins to <br /> operate and annual off-site shipments thereafter will be assumed. <br /> Estimation of the total operating life that will be required for the skimmer pump system to <br /> remove all LNAPL from the subsurface is also very difficult. For budgeting purposes a total <br /> L operating life of three yeas will be used. <br /> When shut-down of the extraction well and skimmer pump remediation system is authorized, <br /> it is expected that the general contractor can mobilize to the site within three weeks <br /> thereafter, demolish all of the system infrastructure and equipment and restore the site to its <br /> sic <br />
