Analysis <br /> Background <br /> A poultry ranch was established on the project site before 1961. On August 29, 1983, the Community <br /> Development Department approved Development Plan application No. DP-79-80 for an expansion to the poultry <br /> ranch.The site remained in use until approximately 1990. <br /> On February 18, 1993, the Planning Commission approved Site Approval application No. SA-92-0073 to re- <br /> establish a poultry farm within the existing structures for a maximum of 300,000 birds. Neighbors appealed the <br /> approval to the Board of Supervisors. On April 21, 1993, the Board of Supervisors denied the appeal and upheld <br /> the Planning Commission's approval of the project. <br /> On October 5, 2015, the applicant submitted the subject application to expand the existing poultry farm from <br /> 300,000 birds to 1,200,000 birds and from 347,711 square feet to 524,927 square feet. The applicant made <br /> revisions to the project, including a reduction in the number of proposed birds, and submitted a revised site plan <br /> on August 10, 2018, <br /> Facility Operations <br /> The hours of operation will continue to be daily from 5:00 a.m. to 6:00 p.m. The facility will also continue to <br /> operate with a maximum of forty-eight(48) employees. <br /> Williamson Act <br /> The project site is subject to Williamson Act contract No. WA-72-C1-0097. The contract restricts <br /> development to uses that are compatible with the Williamson Act and Development Title Section 9-1805. <br /> "Compatible Use" as defined in the Williamson Act includes uses determined by the County to be <br /> compatible with the agricultural, recreational, or open-space use of land within the preserve and subject to <br /> contract. (GC Section 51201[e]) On July 20, 1992 the Board of Supervisors adopted Ordinance 3697 finding <br /> that Animal Raising—Small Animals is compatible with the Williamson Act. <br /> Pursuant to Government Code Section 51238.1, uses approved on contracted lands shall be consistent with <br /> the three (3) Principles of Compatibility. The Community Development Department has reviewed the <br /> Principles of Compatibility, and recommends that the Planning Commission approve the project with the <br /> Principles of Compatibility included in the Staff Report because the project is directly related to the <br /> continued agricultural use of land. <br /> Parking <br /> The prior Site Approval application (SA-92-0073) required two (2) parking spaces for the single family <br /> residence on-site and a minimum of three (3) parking spaces for the office/processing plant. Pursuant to <br /> Development Title Section 9-1015.3, the Animal Raising —Small Animals use type requires 0.67 spaces per <br /> 1,000 square feet of buildings. As a result, a minimum of one hundred and sixteen (116) automobile parking <br /> spaces are required for the expansion area at full build-out. <br /> However, pursuant to Development Title Section 9-1015.9, the parking requirements may be modified in <br /> cases in which the requirements set forth may be considered insufficient or excessive. The applicant <br /> submitted a letter requesting a modification from the required one hundred and sixteen (116) parking spaces <br /> to fifty-one (51) parking spaces. The applicant indicates that fewer spaces are required because the <br /> expansion project will not include an increase in the number of employees and visitors to the site are limited <br /> for biosecurity reasons.
