Page 2 1.1 Site Location The subject property is situated at 7500 West Eleventh Street, Tracy, California, at the i f intersection of Chrisman Road and West Eleventh Street. That location is shown on [ F= Figure 1. Its elevation is between 48 and 51 feet above mean sea level (MSL). A map of ( the site and neighboring areas is presented on Figure 2. h h 1.2 Site Codes The California State Water Resources Control Board (SWRCB) has established the I following Global ID code for the site under its Geographic Environmental Information Management System: T0607700606 The Regional Water Quality Control Board (RWQCB) — Central Valley Region has established the following Case Number: 390773 ; is The San Joaquin County Environmental Health Division has established the following J identifier for the subject site: Site Code: 1392 r 1.3 Background -�. The property at 7500 West Eleventh Street was used as a fueling station for trucks and other vehicles from circa 1930 until 1998. Over that period, the station was owned and operated by a number of entities. The property is also the site of a restaurant and a disused public truck scale. The locations of the fueling station infrastructure, the restaurant and the truck scale are shown on Figure 2. 3 Mr. Carl B. Navarra and Mrs. Annamae F. Navarra, et ux (the Navarras) purchased the property on October 31, 1979 from Ms. Meridall Sue Tiago, the widow of Joseph L. Tiago, Jr. In 1980, Jack Anastasio and Jim Meservy leased the property. For the s following two years it was leased from the Navarras by Charles L. Profito (d.b.a. C & M Truck Service). Jeri Fisher (d.b.a. Tracy Auto/Truck Plaza) leased the property from January 1, 1983 until January 31, 1992. Starting on February 15, 1992, the property was � leased by Mel Bokides Petroleum, Inc. (Bokides), and was subleased to Mr. Jodha Singh Gill and Mrs. Tirath Kaur Gill, et ux (the Gills) who operated the Olympian Service ' k - Station on the site. That lease and sublease were relinquished by Bokides and the Gills, 1 Ff respectively, in late 1998, and the Olympian station ceased operation. No fuel dispensing or service station operations have been conducted on the site since that time (The San Joaquin Company Inc. 2001d). h The restaurant on the property remained in operation until it was damaged by fire in June 2003, but it was restored and by June 2004, it had reopened for business. The restaurant i7 is leased from the Navarras by Able Manzilla Mendoza and Guadeloupe Contrecias, et ux, (the Mendozas) who do business as the Casa Mendoza restaurant. In 2000, the l Mendozas leased the rest of the site and plan to expand their business on the property. sic
