San Joaquin Valley
Unified Air Pollution Control District
August 8, 1996
Kerry Sullivan -
San Joaquin County
Community Development Department e „; E t .1 :.2 99fi
Development Services Division

1810 East Hazelton Avenue COMMUNi l'Y
Stockton, CA 95205 PLANNING
SUBJECT: EXPANSION OF ATHLETIC CLUB (SA-96-42)
Dear Ms. Sullivan:
The San Joaquin Valley Unified Air Pollution Control District has reviewed the
proposed project and offers the following comments:
Based on the information provided, a negative declaration is appropriate from an air
quality perspective.
Projects of this type can generate emission from the movement of soil, use of
construction equipment, bulk materials handling, asphalt paving and other related
activities.
This project is subject to District Regulation VIII (Fugitive Dust Prohibitions). The
purpose of Regulation Vill is to reduce the amount of fine particulate matter (PM-10)
entrained into the ambient air from man-made sources. Specifically, the Rules within
Regulation Vill that apply to this project are: Rule 8010 (Administrative-Requirements),
and Rule 8020 (Construction, Demolition, Excavation, and Extraction Activities).
Rule 8030 (Handling and Storage of Bulk Materials), Rule 8060 (Paved and Unpaved
Roads), and Rule 8070 (Parking, Shipping, Receiving, Transfer, Fueling, and Service
Areas) may apply to this project depending on construction practices employed at this
site.
The attached Synopsis highlights many of the requirements contained within
Regulation Vill. The Synopsis is not meant to be all inclusive, but it can be a useful
compliance aid in the field and office alike. Please refer to Regulation Vill for specific
requirements.
David L. crow
Executive Director/Air Pollution Control Officer
gg '_ :u,r.,:,.......Su,z'CO _..5-.c.„• :-_ :2G9;-., _?`J -=Y 17a''--'---
I
I
Northern Region Central Region Southern Region
