Internal consistency of the General plan is maintained in the adoption of the Amendment. <br /> • This determination can be made because the proposed site meets the development and <br /> locational criteria for the RNL designation contained in Volume I of the General Plan <br /> because it is within the unincorporated urban community of Tracy i <br /> Bases for Zone Reclassification <br /> 1. The proposed zone district is consistent with the General Plan, any applicable Master Plan, and any <br /> applicable Specific Plan. <br /> • This determination can be made because, if approved, the proposed R-VL zone will be <br /> consistent with the proposed RNL General Plan designation. The proposal is also <br /> consistent with the development and locational criteria for the Residential-Very Low <br /> Density designation contained in Volume 1 of the General Plan. There are no Master Plans <br /> or Specific Plans in the area. <br /> 2.
