Frcharac NTRODUCTION <br /> oil Suitability Study presents the results of my investigation concerning the soil <br /> teristics and groundwater under the subject property referenced on the Title Page. This <br /> was completed to satisfy the requirements of the San Joaquin County Environmental Health <br /> Department(EHD). The project is to consist of 11 parcels as depicted on the attached Tentative <br /> Map. It is my understanding that prospective lessees may lease a two-acre area in each of the I 1 <br /> parcels for a homesite. The remaining acreage surrounding this two-acre homesite area around <br /> each parcel will continue to be farmed by the lessors, Mr. Ed Machado and Mr. Frank Borges. <br /> The EHD is specifically concerned with the following regarding this project: 1.) To determine if <br /> the proposed eleven parcels and particularly the homesite areas are acceptable for the proper <br /> operation of a septic system which will function as intended for its anticipated lifespan, and 2.) <br /> Provide analysis and recommendations based upon the environmental criteria encountered in this <br /> study, particularly with regard to the soil studies and nitrate loading potential. This report is in <br /> compliance with the requirements for a Soil Suitability Study under Development Title Section 9- <br /> 1105.2 Item (d) of the San Joaquin County Ordinance Codes. Additional Conditions for Approval <br /> are stipulated in the December 8, 2004 EHD Memorandum to the San Joaquin County <br /> Community Development Department, as referenced below. <br /> There is one domestic well and one non-operational diesel-powered irrigation well on the subject <br /> property. Consequently, only well water from the domestic well was sampled for the two <br /> constituents typically sampled and tested for EHD requirements, namely nitrate and the <br /> agrichemicals DBCP/EDB. <br /> II. SUBJECT SITE AND STUDY AREA BACKGROUND INFORMATION <br /> The subject property is south of the City of Tracy, between MacArthur Drive and Chrisman Road. <br /> The project as proposed by the owners, the Machado Trust and Mr. Frank Borges, is to create 11 <br /> Parcels from an existing 444 acres of land. As referenced, the lessee of each parcel may construct a <br /> single family residential (SFR) structure on two acres of the respective parcel, along with a septic <br /> system and domestic well. It i§-possible EHD would support second unit dwellin son the proposed <br /> parcels. Septic systems and wells for each Parcel must be installed under EHD permit and <br /> inspection. <br /> The California Aqueduct is located to the south of the subject property. The Delta Mendota Canal <br /> runs through the southern end of the project, specifically parcels 1, 2 and 3. The Banta-Carbona <br /> Irrigation District (BCID) Canal traverses east to west through the project and creates a right-of-way <br /> through proposed parcels 5, 5, 7 and 11. BCID water is used for irrigation of the property. An <br /> irrigation tailwater pond is located in the extreme northeast corner of the property. <br /> Page -2- <br /> Chesney Consulting <br />
