June 28, 2005
FOR: Ms. Donna Heran, REHS, Environmental Health Department Director
Mr. Mike Huggins, REHS, RDI, Land Use Program Supervisor
San Joaquin County Environmental Health Department
304 East Weber Ave.
Stockton, CA 95202
PROJECT: 31717 South Chrisman Road, Tracy
Land Use Application#PA0400661
SUBJECT: Soil Suitability/Nitrate Loading Studies Addendum
a
Reference is made to the Studies conducted for the project at 31717 South Chrisman Road, reviewed by
Linda Turkatte of EHD. Each deficient item noted on the attached checklist is addressed below.
Item I.I. According to Section 10.3.10 of the S.J.C. Sewage Standards "Ground slope in the disposal area
shall not be greater than 30 percent." Thirty percent ground slope is a 30 foot fall (or rise)in 100 lineal feet.
It is obvious, as stated in my report, the subject property has been, and currently is, farmed. Irri ated
armland would never a roach 30% Iet alone exceed it, unless it was terraced. No reference to terracing
was made in my report. -2*d 044f 411v ,Qd
Item 1.4. In Appendix B of the report is the San Joaquin Parcel Viewer Map for the project. This is an
aerial view of"all items on the proposed parcels." In addition, the domestic and irrigation wells on the
property and the only structure have been denoted on the Tentative Map by me, which were not denoted by
the surveyor for the project, because it is a "Tentative Map." 01(
Item 3.1. On Page 3, and on Page 10, the existing septic tank usage is discussed. On Page 3, reference is
made to the residential structure being an old(1920's?), dilapidated residential structure; therefore,no septic
system permit was, or would be on file for such an old residence. On Page 10, last paragraph, reference is
also made to the seepage pit/outhouse that served the old residence which may have contributed to the
nitrate concentration found in the on-site well. Even the EHD Conditions for Approval states in Item C that
the septic tank and seepage pit for this residence must be back-filled under permit, as I reference in my
report. /11'
Item 4.2. On Page 3, last Paragraph; Page 4, third Paragraph; Page 7,
first and third Paragraphs; Page 10, fifth Paragraph; Page 11 first Paragrapdescribeaand discuss age $
existing and/or potential groundwater contamination on and around the general location of the site. I even
discuss potential future nitrate effects to the groundwater from a Cemetery that may be built upgradient to
the project on Page 11. This gives EHD information on future grout seals to be installed for domestic wells
on the property.
1r'T, O.
