3
81 3-6
ST.,,F7 A0ALY"I S
14., 1982, the Board of Supervisor's a permzt
for t`-xis project,. EIR-81-7 was prepared for this: pro-!r--t an,,9. N-Tas
c(-irtifif-4 as adequate to cover the project ' s impar-t -
bis pro1cct will create 32 lots, ranging in 5 o-; 10 to 35 acres
Most of {-.be lots contain about 15 acres. All the
)-rontage on a public road. In addition, the proposef
,,questrian trails for the use of the landowners. The deve-J,oper will
Havey to provide names for the proposed public roads .
Two branches of Bear Creek flow through this property, These streams
subject the property to a definite but determined flood hazard, as the
"or,Ps of Engineers did not study this area by the precise ,rethod. It
will be difficult for the engineer to calculate the ey.tent of 100 year
flooding because the stream splits into two branches uprtream of the
site,
St-aff has requested a flood hazard report from the Corps of Engneer*
but the Corps has not yet responded. The engineers ma%', be unable to
caic"late the 100 year flood area; they may be able to determine safe
areas because all of the proposed lots have areas at over 1301 elevation.
This is 101 above the a2proximate flood elevation which the engineer
shows on the Tentative Map. Rather than slow the hazard area, the Final
Map ShOuld show the area safe for buildings.
The area has rolling topography, and a variety of soils. Tbn Proposed
Parcels are smaller than necessary for economic agricultura VISORS.
The project will, therefore, remove 532 acres of farmland from prodnction.
The decision-making body will have to weigh this against the creation
of 32 residential building sites.
Groundwater is available and the lots are large enough to provide
adequate leach fields for septic tanks. When the Board of Supervisors
approved the Environmental Impact Report for U-81-5 , it found five
environmental impacts to be significant and adopted the attached
Statement of Overriding Considerations.
FINDINGS'
A. The project -is consistent with the General Plan.
The Board of Supervisors determined that GA-10 zoning --'.s consistent
with the General Plan in this area.
B. The project ' s adverse effects on the environment are justified by
overriding considerations as detailed above.
