i <br /> Item No. 3 <br /> PC: 7-16-92 <br /> SU-92-8 <br /> Page 1 <br /> RECOMMENDATION <br /> It is recommended that the Planning Commission: <br /> 1. Approve the Negative Declaration; and <br /> 2. Approve Major Subdivision Application No. SU-92-8 (Tract No. 2568) based on the Findings <br /> and subject to the Conditions of Approval recommended In the staff report. <br /> FINDINGS <br /> 1. The proposed map is consistent with applicable General and Specific Plans. <br /> This finding can be made because the proposed subdivision Is consistent with the <br /> • Agricultural Principles of the General Pian and the Agriculture designation on the <br /> General Plan Land Use/Circulation Map. There are no Specific Plans. <br /> 2. The design or improvement of the proposed subdivision is consistent with applicable General and <br /> ot <br /> i Specific Plans. <br /> • This finding can be made because all lots will have the minimum required frontage <br /> on County roads. Although secondary access is not provided, an irrevocable offer <br /> i of dedication for the westerly extension of Bone Creek Drive is required as a <br /> condition of.approval, and less than 20 lots will be served. <br /> 3. The site is physically suitable for the type of development. <br /> ' The site consists of rolling grasslands with occasional wetlands, heritage oaks, and <br /> a creek. The proposed 10-acre parcels contain sufficient area to provide for a single- <br /> family dwelling on each lot without Impacting the oaks, the wetlands, or the creek. <br /> 4. The site is physically suitable for the proposed density of development. <br /> • This finding can be made because a soil suitability test indicates that these 10-acre <br /> lots can be served with septic systems and private wells. <br /> 5. The design of the subdivision or the proposed improvements are not likely to cause substantial <br /> environmental damage or substantially and avoidably injure fish or wildlife or their habitat. <br /> I This finding can be made because the initial Study prepared for this project <br /> determined that potential impacts to heritage oaks,the riparian habitat, and wetlands <br /> could be mitigated to less than significant levels. Conditions recommended by the <br /> Department of Fish and Game are included In the staff report. <br />
