Sandman's application for a Vesting Tentative Map (TM) <br /> to subdivide 160 acres into 16, 10-acre lots. The project site is <br /> located about .four miles south of Clements on the west side of <br /> Clements Road, about one mile north of Brandt Road in San Joaquin <br /> County. The property is designated in the General Plan as <br /> Agriculture, 10-acre minimum. <br /> Vegetation on the subject property consists primarily of <br /> 1 grassland with ,several scattered mature valley oak trees. An <br /> 1 intermittent stream with a small pond occur on the property. The <br /> Vesting TM indicates a few vernal pools occur in lots 7, 8, 13 , <br /> and 16. <br /> The DFG recommends the following mitigation measures be <br /> incorporated into the Vesting TM: <br /> 1) All the oak trees be protected. No soil disturbance <br /> or compaction be allowed within 30 feet of the <br /> dripline of each tree. <br /> 2) A 50-foot natural setback buffer be established on <br /> each side of the stream. <br /> 3) A 100-foot natural setback buffer be established <br /> around the pond. <br /> 4) The vernal pools in lots 7, e, 13 , and 16 and a <br /> 50-foot buffer around them should be designated as <br /> "Open Space" and protected. <br /> If these mitigation measures are made a condition of permit <br /> approval, DFG would concur with a Findings that the pro)ect <br /> qualifies as a Mitigated Negative Declaration under California <br /> Environmental Quality Act Guidelines. <br /> The applicant should be advised that work within the 100 year <br /> floodplain consisting of but not limited to, diversion or <br /> obstruction of the natural flow or changes in the channel, bed, or <br /> bank of any river, stream or lake, will require notifications to <br /> the DFG as required by Fish and Game Code Section 1600 et seq. <br />
