5 . A traffic study needs to be made to address the <br /> proposed Clements/Lockeford by-pass and the alignment as it is <br /> presently shown on the proposed 2010 General Plan. There is a <br /> potential for the by-pass to conflict directly with the entrance <br /> of the subdivision (Bone Creek Drive) . <br /> 6 . A monitoring program needs to be established for any on <br /> going mitigations required of the subdivision. <br /> PLANNING ISSUES: <br /> 1 . The proposed subdivision needs to be reconfigured to <br /> show a net ten acres minimum, not gross ten acres minimum <br /> parcels . The streets are proposed to be p-abiic and would be <br /> deeded to the County eliminating acreage from each parcel and <br /> making each lot less than the zone minimum. <br /> 2 . The proposed subdivision needs to be reconfigured to <br /> provide dual access points to the subdivision and all lots should <br /> be accessed through the internal road. <br /> 3 . The driveways for lots 2 , 3, and 11 should be <br /> reconfigured eliminating these access points to Clements Road <br /> which is planned as a major arterial . <br /> 4 . The 100 year flood plain should be determined prior to <br /> approval of, the major subdivision map. <br /> 5 . Any potential storm run off from streets discharging <br /> into Little Bear Creek should be detained and cleaned prior to <br /> discharge. <br /> 6 . C C & R' s should be required making the proposed <br /> subdivision compatible with the Clements Oaks subdivision which <br /> adjoins it and thus maintaining property values . <br /> Please keep me informed of when this matter is due to be <br /> reviewed by the Development Committee and the Planning <br /> Commission. <br /> Since ly, <br /> se L.
