The soil sui -ability study is also a requirement for filing with the application and it appears it too was not included in the filing of the application. Though the initial study for the project did not require an environmental impact report, the mitigation measures described on the attachment to the negative declaration were to mitigate for any significant impact on the environment . Thus, .this application should be continued at least until the Department of Fish and Game is able to respond to the issues of Oak Trees , Vernal Pools, and Little Bear Creek. The initial study further states that archeological artifacts may be present near the Creek, and cites that as a condition of approval , an archeological survey may be required protecting any sensitive areas from excavation or to be excavated by qualified archaeologists . Due to the fact that there is the potential for archeological artifacts to be present near the Creek, as I stated in my letter dated April 6 , 1992 on this issue, the Native American Heritage Commission of the State of California should be notified prior to this application being heard by the Planning Commission. As noted in the Commission' s response to MS-90-79 of April 23 , 1990 , archeological sites do exist within several miles of the property discussed in MS-90-79 . The requisite review, analysis and archeological surveys should be conducted to ensure that there are no archeological finds or any sensitive areas in the proposed subdivision . A revised Subdivision Map must be submitted showing the following: a) a reconfiguration of the subdivision that includes the extension of Bone Creek Drive to the west aligning with 4he future public road as reserved on parcel map book 15, page 110 and as required for MS-92-49 ; b) a reconfiguration of the subdivision which will show net ten acre parcels ; and C) the radiuses of the cul--de-sacs should be a minimum of 50 feet to allow the turn around for the Clements Rural Fire District three axle water tenders with a 20 foot wheel base.
