I. INTRODUCTION
This report issues my findings regarding the Nitrate Loading Study and Soil Suitability completed
for the proposed Gurudwara Sahib Tracy Sikh Temple, located at 11700 West Clover Road in
Tracy, California. These studies were required by the San Joaquin County Environmental Health
Department(EHD) and comply with the San Joaquin County Development Title, specifically
Section 9-1105.2(d). Mr. Paul Bagha, P.E. is the design engineer for this project and has provided
the preliminary information to complete these studies.
Within the text of this Report, Bolded Section (§)numbers are referenced at the beginning of,an
applicable Paragraph(s), or Appendices that correspond with the EHD Requirements Checklist.
Section Numbers referenced as SSS§, are sections applicable for the Soil Suitability Study
Requirements Checklist. Section Numbers referenced as NLS§, are sections applicable for the
Nitrate Loading Study Requirements Checklist. Other portions of text may also apply to other
sections of the Checklists.
The Sikh Temple ' oposed to be developed in two Phases. Consequently, them ate loading
calculations wi deflect is development plan with loading calculations for Phase d loading
calculations foQ3.1. e
I
NLS§ 2.3,SSS§ proposed Sikh Temple is to be located in what is referred to as the
Larch-Clover area of Tracy. Since the City of Tracy sewer has not expanded to this area, the new
Temple must operate with an on-site decentralized wastewater management system. An on-site
septic system exists for a single family residential structure presently on the subject property and
will serve Phase I of the project. Domestic water is proposed to be supplied by a new on-site
public well to be drilled, although a private domestic well currently exists on the subject property.
SSS§ 152. The project site is within the city limits of Tracy, approximately 1,500 ft east of the
inters t' n of Clover Road and Corral Hollow Road. Currently, the subject property contains the
aforementioned house, a garage, a well pump house and two small barns, as illustrated by the I,aerial
EHD Parcel Viewer Maps. Total Parcel area is 2.29 acres.
The purpose of these Studies was to collect the following information to fulfill the requirements of
EHD. Wastewater system operational parameters are also preliminarily discussed within this report
for additional information to EHD:
• Analyze the capacity of the indigenous soils in the proposed disposal area to 1.)Accept the
anticipated wastewater flows, 2.)Assess the characteristics of the soil to mitigate nitrate impact, and
3.) Quantify nitrate impact to the underlying groundwater table from percolating effluent andrelate
impact to the Porter-Cologne Water Act. This was accomplished by the referenced testing, and
physical/chemical analyses.
• Conduct soil physical and chemical testing. Physical testing included percolation testing and
particle size analysis of the soil characteristics underlying the proposed effluent disposal area.
Chemical testing included analyses for the constituents that influence nitrate loading.
1
Chesney Consulting
