San Joaquin Valley
Unified Air Pollution Control District
December 29, 1994
Chandler Martin T 7-
San Joaquin County
Community Development Department i'
1810 East Hazelton Avenue 31995
Stockton, CA 95205 r 13OtLU#'€ tl , ui
SUBJECT: DV-94-31SU-94-3 LANNING
Dear Mr. Martin:
The San Joaquin Valley Unified Air Pollution Control District (District) has reviewed
the above referenced document and offers the following comments:
The San Joaquin Valley's air quality has been designated nonattainment by the EPA
and the California Air Resources Board for the following pollutants, PM10 (fine
particulate matter, dust) and 03 (ozone). The California Clean Air Act requires areas
that are designated as nonattainment to reduce emissions 5% annually until standards
are met.
This project has been determined by the District to have a minimal long-term or
operational effect on air quality. However, there are air quality impacts that will be
associated with construction phase of this project. Projects of this type can generate
emissions from the movement of soil, use of construction equipment, bulk materials
handling, asphalt paving and other related activities.
This project is subject to District Regulation VIII (Fugitive Dust Prohibitions). The
purpose of Regulation VIII is to reduce the amount of fine particulate matter (PM,o)
entrained into the ambient air from man-made sources. Specifically, the Rules within
Regulation VIII that apply to your project are: Rule 8010 (Administrative
Requirements), Rule 8020 (Construction, Demolition, Excavation, and Extraction
Activities), and Rule 8030 (Handling and Storage of Bulk Materials).
David L.Crow
Executive Director,Air Pollution Control Officer
Northern Region Central Region Southern Region
