I. INTRODUCTION <br /> This report issues our findings regarding the Nitrate Loading and Soil Suitability Studies <br /> completed for the subject property under examination, located near Manteca, California. These <br /> Studies have been completed exclusively for a General Plan Amendment/Re-Zone to amend the <br /> subject property from AG-40 Agricultural to I/L-Limited Industrial. The commercial project <br /> proposed for the property is to consist of a trucking yard to park trucks and crane equipment, along <br /> with offices and related operations. The purpose of these Studies is to provide the San Joaquin <br /> County Environmental Health Department(EHD) with their required information pertaining to the <br /> current status of the soil and groundwater in relation to nitrate loading potential from a future on- <br /> site wastewater disposal system. These studies comply with San Joaquin County Development <br /> Title, Section 9-1105.2(d). Mr. Keith Powell is in the process of purchasing the property from the <br /> owner, Mr. Stanley Vander Veen. Mr. Powell has provided the preliminary information to <br /> complete these Studies and Mr. Michael Hakeem,Esq. is his legal counsel for the project. <br /> Additionally, the property is undergoing a Lot Line Adjustment whereby the north property line of <br /> the adjacent south Parcel is being moved north to the southern easement of the South San Joaquin <br /> Irrigation District(SSJID) irrigation lateral. <br /> Within the text of this Report, Bolded Section (§)numbers are referenced at the beginning of an <br /> applicable Paragraph(s),or Appendices that correspond with the EHD Requirements Checklist. <br /> Section Numbers referenced as SSS§, are sections applicable for the Soil Suitability Study <br /> Requirements Checklist. Section Numbers referenced as NLS§, are sections applicable for the <br /> Nitrate Loading Study Requirements Checklist. Other portions of text may also apply to other <br /> sections ofthe Checklists. <br /> NLi§2�SSS§3.1.,- The subject property is located on the outskirts of the eastern city limits of <br /> Manteca,and is within County Service Area(CSA) 30. An Application for an"Out of Agency" <br /> Permit will be filed with the County to allow the subject project to connect to CSA-30 for domestic <br /> water services. Fire protection is served by a fire hydrant near the northwest comer of the subject <br /> property. Manteca municipal sewer facilities have not expanded to this area and it is unknown <br /> when these services will arrive. Consequently, domestic wastewater emanating from the future <br /> project will be managed by an on-site decentralized wastewater management system(septic <br /> system). Truck vehicle washing will be done through a"closed-loop" system, whereby no water <br /> containing petroleum hydrocarbons will be released to the environment. <br /> SSS§ 1.1, 1.2. Currently,the subject property is planted in fourth-leaf almonds. There are no wells <br /> or septic systems on the property. Present land use is illustrated by the aerial EHD Parcel Viewer <br /> Maps. Total subject Parcel area is currently 11.80 acres. Upon completion of the Lot Line <br /> Adjustment, the subject Parcel will be 8.42 acres,which has been used in the nitrate loading <br /> calculations. <br /> The following is a summarization of the information collected to complete these Studies and <br /> preliminarily fulfill the requirements of EHD.
