Two underground storage tanks were removed in March <br /> 1993. Analyses of soil samples collected beneath the tanks were positive for <br /> petroleum hydrocarbons. In October 1995 the area of the former UST's was <br /> excavated to 11 feet bsg, a soil sample was collected at 13 feet bsg, and the <br /> level of contamination in the soil sample collected was increased. Since that <br /> date Environmental Health staff have directed the responsible parties to submit a <br /> work plan to investigate the lateral and vertical extent of the petroleum <br /> hydrocarbon contamination and encouraged them to cooperate in obtaining <br /> reimbursement for their corrective action costs from the Cleanup Fund. The <br /> responsible parties have not complied with the directives. <br /> Janet Wisecarver was the last owner/operator of the UST's, so she is the only <br /> one who qualifies for Cleanup Funds. She is not willing to supply the information <br /> requested by the Cleanup fund to be eligible for corrective action reimbursement <br /> monies. The other responsible parties are the current property owners. The <br /> responsible parties are not in compliance with PHSIEHD directives for submittal <br /> of a Work Plan to determine the lateral and vertical extent of contamination at the <br /> site and the case was referred to the San Joaquin County District Attorney's <br /> Office in August 1999. This site has not been tested for MTBE. <br /> PHSIEHD is now also referring this site to the Regional Water Quality Control <br /> Board for enforcement action. A chronology of events relating to the site is <br /> included.
