Eleventh Street
Tracy, California 95304-8831
Dear Ms. Miller:
The California State Water Resources Control Board (State Water Board) has determined that
the above-referenced site has met the criteria specified in the State Water Board's Low Threat
Underground Storage Tank Case Closure Policy (Low-threat Closure Policy), and has notified
appropriate agencies and recipients of the pending case closure and of their opportunity to
submit comments or questions regarding the pending closure. The sixty-day public participation
period ended 10 June 2014.
On 11 July 2014, the San Joaquin County Environmental Health Department (EHD) was notified
by Pat Cullen, PG, of the State Water Board, that the Final Closure Order had been issued by
the State Water Board on 7 April 2014. Once this has occurred, the monitoring and remediation
wells associated with this site must be destroyed within 180 days of date of the Final Closure
Order in order for the responsible party to be eligible for reimbursement from the State Water
Board Cleanup Fund.
To expedite the process of closing this site, the EHD has omitted the need to submit a well
destruction work plan. In place of the work plan, the EHD directs that a well destruction permit
application be submitted to this agency that includes the proposed method to destroy each well.
The EHD will review the well destruction proposal submitted on the permit application/s and if
the proposed well destruction method does not meet the San Joaquin County Well Standards,
the permit application/s will be revised by the EHD and the permit/s will be issued, contingent
upon the modifications made on the permit application by the EHD. Compliance with the San
Joaquin County Well Standards requirements includes:
Wells that have laboratory data from the last sampling event that demonstrate the
presence of any contaminants of concern remaining in groundwater are to be destroyed
by removing all the contents of the well [well casing (except steel conductor casing),
screen, filter pack, grout sealant]; the cleared borehole is then to be sealed with neat
cement from the bottom upward to the depth of three to five feet below grade.
