I. INTRODUCTION <br /> This report issues my fndings regarding the Nitrate Loading Study, Soil Suitability Study and <br /> Wastewater Disposal Operational and-Design Parameters for the proposed Tracy Islamic Center <br /> (TIC) Mosque in Tracy, California. These studies were required by the San Joaquin County <br /> Environmental_Health=Department (EHD) and comply with the San Joaquin County Development <br /> Title, specifically-Secp <br /> tion.9-4,105.2(d). Mr. Mohammad Arain is the TIC Representative and has <br /> - - <br /> provided the preliminary: information to complete these studies. .His complete knowledge of the <br /> Muslim faith and cultural practices are referenced throughout this report, particularly with respect to <br /> water usage within the Mosque. The`Site Plan'andassociated civil eiiginecring information have <br /> been produced by:Shack and Companyof Tracy, California. The architecturalportion of the project <br /> has also been.produced by Schack and Company. ; <br /> Within the text of this:'Re ort Bolded.Section, ` -number r <br /> p Section (§} s are referenced at the beginning of an <br /> applicable Paragraph orParagraphs, or;Appehdices that correspond with the EHD-Requirements <br /> Checklist.. The proposed=Mosque is to be located in what is referred to as the Larch <br /> Clover.area of Tracy. Since the City of Tracy sewer has not expanded to this area, the Mosque must <br /> operate with an on-site decentralized wastewater management system, also known as a septic <br /> system. Domestic water-is currently-:proposed to be supplied by an on-site well. However, the City <br /> of Trac has.installed :1�2 <br /> y a inch water main in the centerline of Larch Road. Given the-potential <br /> difficulty in.achieving'acceptable water quality that meets County, State and Federal guidelines, . <br /> connection to the City water�main-may be explored. A domestic well currently exists on the subject <br /> property, which is very shallow at 40 feet deep. <br /> The project site is within the city limits of Tracy, at the southeast:corner of the intersection of Larch <br /> Road and Corral.Hollow:Road. °Currently, the subject property is mostly vacant, except for two <br /> buildings as-illustrated-by thewaerial-EHD Parcel Viewer Map. Previous use of,the subjectproperfy <br /> was as a labor.camp. Th c- total Parcel area-is-2.59 acres. <br /> The purpose of these Studics was to collect the following information to fulfill the requirements:of <br /> EHD. Wastewater."system operational:parameters are also presented within this report to facilitate <br /> the transfer of information to:EHD: <br /> • To analyze the;capacity of the indigenous soils in the proposed primary and secondary <br /> (replacement) disposal areas to accept the anticipated wastewater flows, 2.) Assess the <br /> f characteristics of,the.soil to mitigate nitrate impact, and 3.)
