adversely impact water quality, health or other beneficial.
uses. [Section 10
2. BACKGROUND
The site was an empty field prior to world War II . The front
portion of the real property is reported to have been used to
store and work on automobiles commencing in 1952 . This property
has been reported to have been an automobile wrecking and/or junk
yard from 1975 to 1990 . The site, reportedly, was used from
approximately 1989 by Capitol Auto Wrecking, an automobile
wrecking _yard and Town and Country Tire Service, a tire service
facility.
The site of approximately 4. 9 acres currently has a wooden truss
manufacturing facility on it and is located in the
topographically flat, commercial/residential area of eastern
Tracy. There are two buildings on site each being approximately
3, 000 square feet in area. One building is a one story cinder
block structure with a concrete floor and the other a wood framed
building with corrugated steel siding on a concrete pad. Also on
site was a water supply well with pump, which was destroyed on
1998, in accordance with applicable regulatory requirements.
Figure 1 is a site location map. Figure 1 contains elevation
contours, the nearest surface waters, buildings, streets,
railroads, and transmission lines. Water, sewage an other
utilities are reported to be buried in the streets.
An Underground Storage Tank (UST) was removed from this site on
July 19, 1996 . The 350 gallon tank reportedly was an unleaded
gasoline UST. Figure 2 is a plan of the subject property.
Soil samples collected from the bottom of the excavation at the
time of the UST removal were analyzed for Total Petroleum
Hydrocarbon as gasoline (TPHG) ; Benzene, Toluene, Ethylbenzene
and Xylene (BTEX) . The soil samples taken below the UST in native
soil showed 4, 300 and 540 parts per million (PPM) TPHG at 6 . 5
and 9 feet below grade. The results of these analysis were
documented in a report by JPCA dated August 12, 1996 . Soil was
excavated to about 10 feet and aerated. The excavation was
reportedly left open for approximately one year. The excavation
was then reportedly back filled with clean fill in October 1997 .
The Unauthorized Leak or Spill Form is contained in Appendix A.
Four Monitoring Wells were constructed in November 1997 . The
soil in the upper five feet had minor concentrations of
hydrocarbon contamination. No detectable contamination for the
oxygenates was found in the soil samples.
The groundwater had less than 1 PPM TPHG and 20 ppb Benzene
contamination. One groundwater sample from MW-3 had 5 . 6 ppb of
2
