Eleventh Street, Tracy, California <br /> Dear Mr. Marstall: <br /> This letter report has been prepared by Smith Environmental Technologies Corporation, on behalf <br /> of Piedmont Lumber, Truss Division (Piedmont), to summarize field methodologies and analytical <br /> findings associated with a Phase II Environmental Site Assessment (ESA) conducted at the above <br /> referenced site. The Phase II ESA was conducted to address potential on-site soil contamination <br /> resulting from historical land use, including operations associated with the former wrecking yard <br /> as noted in Smith Environmental's draft "Phase I Environmental Site Assessment" prepared on <br /> the subject site dated March 28, 1996. <br /> SITE BACKGROUND <br /> The subject property is located on W. Eleventh Street, west of the intersection of Chrisman Road <br /> and W. Eleventh Street in Tracy, California(Figure 1). <br /> Reportedly, the property has been owned by Mila S. Padilla since 1989 and who began operating <br /> Capitol Auto Wrecking, an automobile wrecking yard, on the site in 1990. Reportedly, since <br /> n auto wrecking and <br /> 1990 the site has been used as a g y , a tire service facility (Town and Country <br /> Tire Service), and a vacant lot. Prior to 1990, it appears that the site was used as an automobile <br /> wrecking,or junk yard until at least 1975. The southern portion of the site appears to have been <br /> used to store or work on automobiles back to 1952. The northern half of the site was an empty <br /> <j field prior to 1963.
