P <br /> Proposed Soil Transport& Disposal ` <br /> Western Stone Pnnlucts-Tracy Facility ` <br /> Project No.W0195.00 If <br /> Page 2 <br /> I <br /> RESNA is proposing to transport the stockpiled soil from the WSP Tracy facility in San Joaquin <br /> County to the WSP Hughson asphalt batch plant in Stanislaus County. Only stockpiled soil from <br /> the excavation at the Tracy facility will be transported to Hughson. The soil will be stockpiled k <br /> on-site at Hughson, underlain and covered by visqueen, until it is processed for use as roadbase. <br /> The soil will be stockpiled in Hughson for a maximum Of four weeks. Prior to use as roadbase <br /> the soil will be sent through the asphalt burner which operates at a minimum temperature of 400 <br /> degrees Fahrenheit. There is less than one quarter of one pound of combined BTEX constituents <br /> in the soil. At this temperature the volatile BTEX constituents will be driven from the soil. <br /> Approximately 90 percent of the roadbase produced by WSP is used for projects within <br /> Stanislaus County so it can be guaranteed by WSP that the soil will remain in Stanislaus County. <br /> Stanislaus County Department of Environmental Resources is willing to consider the proposed <br /> transport and disposal of the stockpiled soil from the WSP Tracy facility under the condition that <br /> San Joaquin County approves the soil transport. San Joaquin County will approve the transport <br /> of soil if the California Regional Water Quality Control Board (RWQCB) approves the soil <br /> disposal method.
