Box 3171 <br /> Modesto, CA 95353 <br /> RE: Stockpiling, Treatment and Reuse of Diesel Contaminated Soil, <br /> 8181 West Eleventh Street, Tracy <br /> The Hazardous Materials Division has reviewed the request of your <br /> consultant (Resna, 5/21/1993 and 7/6/1993) for the importation, <br /> stockpiling, treatment and reuse of diesel contaminated soil <br /> associated with a leaking underground diesel storage tank. <br /> Approximately 375 to 400 cubic yards of diesel contaminated soil <br /> would be stockpiled at the Western Stone Hughson facility, 1100 <br /> Lowe Road, and processed through the asphalt burner. The treated <br /> material would be used as road base beneath an asphalt cap. <br /> The request is approved with the following modifications: <br /> 1) At least two samples of the processed material must be <br /> analyzed to evaluate the effectiveness of the asphalt <br /> burner (maximum temperature 400 degrees Fahrenheit) . <br /> 2) The location of the reuse of the treated soil must be <br /> submitted to this office. <br /> It should be noted that discharges to land and the treatment of <br /> designated wastes usually require permitting by the Regional Water <br /> Quality Control Board. The transportation and treatment of <br /> designated waste to locations other than the site of the release <br /> usually require permitting as a class II treatment facility. <br /> However, since the responsible party for the waste is the owner and <br /> operator of the treatment facility, the importation and treatment <br /> of contaminated soils will be allowed on a one-time basis. <br />
