In the proposal WSPs will process approximately 375
to 400 cubic yards of contaminated soil from a former diesel tank pit. The contaminated soil will
be processed in an asphalt burner and then reused as roadbase for asphalt pavement.
Approval has already been granted by Stanislaus County Department of Environmental Resources
by letter dated 27 August 1993. The Stanislaus County approval also included requirements for
testing of two samples from the processed soil and being notified of the location where the soil is
reused.
Your proposal states "After processing the soil through the asphalt batch plant at WSPs Hughson
facility it is anticipated that the soil will contain nondetectable levels of BTEX". Your proposal to
treat and reuse the diesel contaminated soil is approved with the following conditions:
1. Samples taken in accordance with the County's approval must be analyzed for leachable
concentrations of TPH-diesel and BTEX. If leachable concentrations of TPH-diesel and
BTEX are detectable than the soil must be reprocessed and tested, taking two samples as
before, until nondetectable levels are achieved.
2. Results of sampling, done in accordance with condition number one above, must be
submitted to Board staff before the soil is reused to ensure that nondetectable levels of TPH-
diesel and BTEX are achieved.
3. Stockpiling of the contaminated soil shall be in accordance with your proposal. Stockpiling
of the processed soil shall also be done using the same methods used for the contaminated
soil until it is determined that there are nondetectable levels of TPH-diesel and BTEX in the
processed soil.
If you have any questions, please call Mike Johnson at(916) 255-3121.
V
WILLIAM J.
