PHS/EHD requested in correspondence dated April 22, 1993 that the Central Valley <br /> Regional Water Quality Control Board be contacted for approval of the proposed soil disposal option. <br /> Subsequently,PHS/EHD has received copies of correspondence from Stanislaus County(August 27, 1993)the <br /> Central Valley Regional Water Quality Control Board (September 23, 1993)and from the San Joaquin Valley <br /> Unified Air Pollution Control District(October 18,1993)approving the transport,treatment and soil disposal <br /> method proposed. <br /> PHS/EHD grants approval of the transport, treatment and disposal proposal, subject to the following <br /> conditions placed by approving agencies: <br /> Stanislaus County <br /> 1. At least two samples of the processed material must be analyzed to evaluate the <br /> effectiveness of the asphalt burner (maximum temperature 400 °F). <br /> 2. The location of the final disposition of the treated soil must be submitted to <br /> Stanislaus County. <br /> Central Valley Regional Water Quality Control Board <br /> 1. Samples taken in accordance with the County's (Stanislaus) approval must be <br /> analyzed for leachable concentrations of TPH-diesel and BTEX. If leachable <br /> concentrations of TPH-diesel and BTEX are detectable, then the soil must be <br /> reprocessed and tested, taking two samples as before, until nondetectable levels are <br /> achieved. <br /> 2. Results of sampling, done in accordance with condition number one above,must be <br /> submitted to Board staff before the soil is reused to ensure that nondetectable levels <br /> of TPH-diesel and BTEX are achieved. <br /> 3. Stockpiling of the contaminated soil shall be in accordance with your proposal. <br /> Stockpiling of the processed soil shall be performed under the same methods used <br /> for the contaminated soil until it is determined that there are nondetectable levels <br /> of TPH-diesel and BTEX in the processed soil. <br /> A Division of San Joaqum Counm Health rare tiemcca 7 <br />
