SAN ) O A Q U I N Environmental Health Department C:C)UN I Y- Complaint Record Daily Time and Activity Summary from 1/1/2015 to 1/1/2025 for C00050190 located at 235 EUGENIA AVE STOCKTON, CA 95205 Activity Date Recorded by 07/23/2019 Out doing an inspection today and saw a bunch of oranges abandoned on an PE 4400 DAI 30 min empty lot. I could smell the oranges rotting and fermenting in the sun. The Shop SC 004 Supervisor of the business I was inspecting also said the oranges were attracting rats and other rodents. This lot is actually multiple parcels, but they all belong to the same property owner and seems to be incorporated within the city of Stockton. The shop supervisor has already contacted City of Stockton Code Enforcement. I forwarded information and pictures to information Robert McClellon and Natalia Subbotnikova just in case there is something EHD is suppose to do in regards to the orange dumping. An abandoned boat without fuel/hazardous waste or motor was also found on the along with trash shown in picture in photo log. 07/24/2019 Met with Westerly Thorne with the City of Stockton Code Enforcement, he wanted PE 4400 MANZO 48 min to know if the City could disc the oranges into onsite soils. Discussed the SC 007 complaint, let him know that I am not sure but will check on it and get back to him. Received an email string from Wes Wesley Thorne <Wesley.Thorne@stocktonca.gov> wit the correspondence from the EHD concerning the oranges. Emailed M. Naidu, program coordinator, asking for the input on this complaint. 07/25/2019 Generated complaint per Elena and Muni to document time spent on forwarding PE 4400 DAI 30 min information to appropriate agency. Abated complaint as referred to City of SC 007 Stockton Code Enforcement Jeffery Hunt(Jeffery.Hunt@stocktonca.gov) and Calrecycle Justin Vlach (justin.vlach@calrecycle.ca.gov) by Robert McClellon. 07/26/2019 Discussed this complaint with Tricia Dai(EHD) letting her know the next steps; PE 4400 MANZO 30 min CalRecycle will need to approve the discing of oranges into the ground; responded SC 007 to an email from Wesley Thorne <Wesley.Thorne@stocktonca.gov> letting him know that I discussed this complaint with my supervisor and Tricia should be contacting him shortly with more information. 07/26/2019 9:00am Per Elena called the City of Stockton Code Enforcement and spoke with PE 4400 DAI 60 min Wesley Thorne to let them know that EHD cannot give him approval to dispose of SC 007 the oranges, but he can contact CalRecycle. Forwarded email to Wesley Thorne (wesley.thorne@stockton.ca.gov) with the contact information of Justin Vlach is the CalRecycle EA for the City of Stockton (justin.vlach@calrecycle.ca.gov) Generate photo log Generated official referral letters to be sent to City of Stockton Code Enforcement and CalRecycle. Assembled complaint information and submitted to Elena for review. 08/02/2019 Notified by Elena that the referral package should actually be assembled and sent PE 4400 DAI 18 min to the referred agency by the inspection before being submitted for review.
