cook City off Escalon Page 2 Project No.: 750.2 March 29,2004 • Vapor monitoring was conducted monthly until the system was shut down • January 31, 2003 IC was shut down • On July 30, 2003 the IC was restarted to test the efficiency of the rebuilt IC unit • On July 30,2003 the IC was shut down awaiting permitting On December 9, 2003 the IC was restarted and a source test was conducted • On January 14 the IC was shut down due to mechanical issues • On Febntary 9, 2004, the San Joaquin Valley Air Pollution Control District informed Mr. Doug Stidham, City of Escalon,that the IC had failed the emission testing • The IC was removed from the property Proposed Direction of Project On February 20, 2004, GTI was directed to implement a modified vapor extraction treatment system at the site as outlined in the GTI Work Plan — Modified Vapor Extraction Treatment System (Granular Activated Carbon) dated February 12, 2004. Geological Technics Inc. proposes the following work be performed at the site: I. Obtain a new authority to construct permit 2. Bring in an electrical service for the new VES extraction equipment 3. Install the new vapor extraction system,to include: ❑ Vacuum blower with 200 scfm capacity ❑ Install two 2000-pound GAC units 4. Replace carbon as,needed (estimated monthly) 5. Prepare and submit technical reports 6. Perform groundwater monitoring: o Purge and sample the six (6) monitoring wells on a quarterly basis for three additional quarters. Previous budget includes groundwater monitoring up to the third quarter of 2004. This budget proposes sampling through the second quarter of 2005. o Submit the quarterly groundwater samples to Sherwood labs for: ■ BTEX,'TPH-G(EPA 8021B) ■ Fuel Oxygenates by EPA method 8260 Proposed Bidding of Project 1. We have found Sherwood Labs, Hilmar, CA to be both cost effective and currently in compliance with AB2886 mandated electronically deliverable format requirements. 2. GTI finds that Del-Tech is competitively priced and has the manifold and knockout drum in place. Changing contractors would cause delays and added expense. 3. We have found US Filters to be both cost effective and currently available to work in this area. These costs have been included in our budget-spreadsheet prepared`giving estimated casts for performing the work directed by SJC-EHD. The budget spreadsheet shows itemized costs for the tasks proposed in the attached action plan Geological Technics Inc. accepts field support services and lab invoices and adds a 15% overhead fee.
