Monitoring wells installed on site were to be brought up to grade and quarterly <br /> monitoring initiated by the end of February 2000, a well survey was to be completed and <br /> submitted with the first quarterly monitoring report, and a well installation report was to be <br /> submitted to PHS/EHD for review. In addition it was requested that your consultant provide <br /> PHS/EHD with a schedule for initiating this required work. To date the submittal of the well <br /> installation report, titled "Report, Additional Site Characterization" and dated January 31, 2000, <br /> is the only directive that has been met. <br /> You are directed to schedule the completion, development and first quarterly monitoring of the <br /> on-site monitoring wells immediately. As stated in the previous correspondence, grab ground <br /> water samples from this site had high levels of the oxygenating compounds methyl tertiary butyl <br /> ether (MtBE) and tertiary butyl alcohol (TBA). Data from the monitoring wells is necessary to <br /> prioritize this site according to the State Water Resources Control Board (SWRCB) guidelines <br /> for the investigation and cleanup of oxygenates from contaminated sites. A report of the results <br /> from the monitoring event is to be submitted to PHS/EHD within 60-days following the event. In <br /> addition, the on-site soil vapor extraction wells that have not been completed must be brought <br /> up to grade in preparation of doing a soil vapor extraction pilot test, and the pilot test should be <br /> scheduled. Please note that being in compliance with County directives is a requirement for <br /> remaining eligible for reimbursement of funds from the SWRCB Cleanup Fund. <br /> If you have any questions or comments call Lori Duncan at (209) 468-0337.
