(GTI) for the installation of monitoring wells and <br /> vapor extraction wells at the above referenced site. Between April 29, 1999 and July <br /> 30, 1999 three monitoring wells and four vapor extraction wells were installed. The <br /> wells were not built to surface grade. Due to on-going road construction in the area the <br /> wells were capped off several feet below surface gradell(bsg) and protected with steel <br /> plates. One of the wells, MW-3, which is located in theimedian of Escalon-Bellota <br /> Road, has recently been brought up to grade and finished with a locking cap and <br /> traffic-rated well box. ; <br /> i <br /> As part of the initial investigation of this site six soil borings were advanced for the <br /> collection of soil and grab groundwater samples. Analytical results from these samples <br /> evidenced significant impact to both soil and groundwater by petroleum hydrocarbon <br /> constituents, including methyl tertiary butyl ether (MTBE=) and tertiary butyl alcohol <br /> (TBA). As you may be aware, these substances have been receiving much attention <br /> from the State Water Resources Control Board (SWRCB). The SWRCB is currently <br /> developing guidelines for the investigation and cleanup;of MTBE and other ether based <br /> oxygenates. A section of the guidelines details regulatory response timing which will <br /> be based on contaminant concentrations and distance to drinking water wells. Data <br /> from the monitoring wells is necessary to enable a prioritization of this site to be <br /> s completed. ' <br /> i <br /> PHSIEHD directs that work at this site be resumed immediately. A report on the <br /> monitoring well installations has never been submitted to this office for review. Please <br /> have your consultant submit the report to PHSIEHD bye February 10, 2000. All wells <br /> need to be brought up to grade and quarterly groundwater monitoring must be initiated <br /> { by the end of February 2000. A well survey that documents all municipal, domestic, <br /> { agricultural, industrial and other wells within a 2000-foot radius of the site must be <br /> completed and submitted with the first quarterly groundwater monitoring report. The <br /> well survey should include all pertinent data available About the wells, including boring <br /> logs, as-build diagrams and their current use.
