South County Food & Fuel, ARCO SITE CODE: 1487 <br /> 1305 Escalon Ave. <br /> Escalon CA 95320 <br /> On March 22, 1999 a meeting was held at the San Joaquin County Public Health <br /> Services, Environmental Health Division (PHSIEHD) office to discuss the above <br /> referenced site. Present at the meeting were Doug Stidham, City of Escalon; Ray <br /> Kablanow, Geological Technics, Inc. (GTI); and Margaret Lagorio and Lori Duncan, <br /> PHSIEHD. The purpose of the meeting was to discuss the "Report, Soil and <br /> Groundwater Investigation" that had been prepared for the above referenced site by GTI, <br /> and to discuss the possible ways to work this site towards closure. <br /> The report documents the soil and ground water investigation that took place on <br /> February 12 and February 23, 1999 at the referenced site. On those days GTI oversaw <br /> the advancement of six soil borings and the collection of soil and ground water grab <br /> samples. Selected soil and six ground water grab samples were submitted for analysis. <br /> The report recommends the over-excavation of contaminated soils to twenty-five feet <br /> below surface grade (bsg) in the area of borehole HP-1, which was the boring that <br /> evidenced the highest level of contamination during the investigation. PHSIEHD noted <br /> that while a large mass of contamination was evidenced at 20 feet bsg, significant <br /> contamination of 611 parts per billion (ppb) benzene and 880 ppb methyl tertiary butyl <br /> ether (MTBE) was evidenced at 46 feet bsg in the same boring. It was also noted that <br /> the source area of the contamination is still unknown, as no shallow contamination in the <br /> area of the dispenser islands was evidenced. <br /> PHSIEHD discussed that any remediation work done prior to completion of contaminant <br /> plume definition and the performance of feasibility testing would be classified at interim <br /> remediation, and that the State Water Resources Control Board's Clean Up Fund has <br /> limitations as to how much interim remediation they will.fund. If the City of Escalon <br /> chooses to do interim remediation without pre-approval from the Clean Up Fund, <br /> PHSIEHD would require them to put in writing that the City will be responsible for the <br /> costs of that interim remediation. The City of Escalon indicated that they will not be <br /> doing work without cost pre-approvals from the Clean Up Fund. <br /> A Division of San Joaquin County Health Care Services <br />
