11/07/2012 03: 25PM 2093696561 CASITY FARMS PAGE 03/04 -
10/31/2012
San Joaquin County
Community Development Department
1810 E. Hazelton Ave.
Stockton,Ca. 95205
Amen: Mo Hatef
Mr.Hate£
My husband and 1 received the application referral letter concerning the project on
DeVries Rd. in Lodi with the following APN#003-040-03. The project consists of
expanding the operations of this property to include the construction of a small winery
which would include a 6,000 square foot production facility, 800 square foot crush pad, a
3,600 square foot tasting room and a 4,000 square foot production area. This parcel is
located approximately 2 miles from our residence and in order to enter or exit our
residence we need to go pass this property. We have already encountered traffic
problems with the current size of this facility when they have events and we believe that
the traffic concerns will only increase if the facility is expanded. Besides our residence
there are two other residences beyond the applicants property. The current road is very
narrow and worn and currently it is not wide enough for two cars to pass by
simultaneously and therefore one car has to stop and let the other pass. When there are
events it becomes an inconvenience because we could be waiting on many cars to exit the
facility since they have large events such weddings and receptions.
Our concern is primarily with the increase of traffic flow. Secondly we have a
concern of traffic safety. If the applicant intends to crush grapes at their facility there will
be an even greater negative effect on the current private roadway. Large heavy semi
trucks filled with grapes will continue to deteriorate the already worn road that is shared
by many property owners. As to the respect to traffic safety we realize that when event
goers or wine tasters leave this facility they do not realize that there might be traffic
coming tzom north which is where we live and there has been more than a couple of close
calls. We also realize that most of the visitors leaving the facility have been drinking and
now driving which is a concern since we have two teenage drivers and one who will be
driving in the next 3 years. Therefore we would like to propose that the property owners
increase the size of the road to a size where two cars may pass each other safely at the
same time_ We also would like to see the resurfacing the existing road since there facility
has caused a huge increase of traffic flow to the existing road and they should be
responsible for maintaining the road after the county maintained road to their fust and
second entrance. Secondly we believe they should have some kind of signage that
visitors to their property know that there may be traffic corning from the north when they
are exiting their property. Maybe a yield sign or a caution watch for traffic sign. We
would appreciate your consideration of our proposals.
1
