ANALYSIS <br /> Project Site <br /> The project site is planted in alfalfa, and there are no residences on-site, and is in the AE flood <br /> designation. As a result, any new buildings constructed in the flood zone must be elevated a <br /> minimum of twenty-two (22) feet above grade on an elevated pad. Because of this requirement, <br /> a Soil Suitability/Nitrate Loading Study was required to determine the feasibility of a septic system <br /> on a raised pad. The Soil Suitability/Nitrate Loading Study was approved by the Environmental <br /> Health Department on December 6, 2019. There are also twelve (12)adult goats, and six(6) baby <br /> goats currently residing on the property. <br /> Operations <br /> The applicant's animal processing activities are relatively small in scope. The applicant states that <br /> on average one (1) animal per day will be processed. Only animals raised on the project site will <br /> be processed at this facility. This includes but is not limited to goats and chickens.After the animal <br /> is processed, the applicant intends to take the renderings, place them in a sealed container, and <br /> deliver the renderings directly to a tallow plant for disposal. The applicant has provided a letter <br /> from Sisk Recycling dated June 5, 2019 that states that its operation has the capacity to <br /> accommodate the renderings generated from this facility. Additionally, animal processing facilities <br /> are regulated by the California Department of Food and Agriculture (CDFA). The CDFA requires <br /> that any building used for animal processing have a concrete floor so that the ground and <br /> groundwater is not contaminated with animal waste. <br /> Development Title Table 9-1045.3 states that not more than thirty-five chickens may be permitted <br /> on parcels three (3) acres or larger (of which not more than three (3) may be roosters). In order <br /> to exceed that number of chickens, an approved discretionary application for the Animal Raising- <br /> Small use type is required. Although the applicant is requesting a maximum of 3,000 chickens <br /> with the proposed project, the applicant has stated he will gradually increase the amount of <br /> chickens over time. The applicant states that the rooster population will be approximately 1% of <br /> the poultry population, and that roosters will only be used for breeding the chickens and for meat. <br /> A Manure Management Plan has been reviewed and approved by the Environmental Health <br /> Department. The plan states that the manure generated by the chickens will be used in crop <br /> production on the remainder of the parcel. Additionally, the plan outlines that manure piles will be <br /> windrowed and covered with a tarp to minimize odor and pest effects. <br /> Surfacing <br /> The applicant has requested a surfacing modification request to use asphalt grindings in lieu of <br /> asphalt concrete or Portland cement concrete for all parking and maneuvering areas as required <br /> by the Development Title. The applicant is requesting this modification due to the small scale of <br /> the operation with minimal traffic, and the high cost of asphalt or concrete installation. <br /> Development Title Section 9-1015.9 states that requirements of the chapter may be modified by <br /> the Director in cases in which, due to the unusual nature of the establishment proposed or the <br /> development proposal submitted for it, the requirements set forth in the Development Title may <br /> be considered insufficient or excessive. The Community Development Department has reviewed <br /> this request, and due to the small scale of the facility, recommends the Planning Commission <br /> grant this modification as proposed. <br /> Williamson Act Principles of Compatibility <br /> The proposed project site is currently under Williamson Act contract No. WA-71-C1-264. The <br /> contract restricts development to uses that are compatible with the Williamson Act and <br /> Planning Commission Staff Report, Item # 1 02/06/2020 — PA-1800316 (UP) 5 <br />
