The <br />City of Lathrop has reviewed the Planning Commission Staff Report for Item #3 (PA - <br />1800316 (UP)) and continue to have concerns regarding the proposed project and the <br />analysis in the IS/MND; more specifically the lack of analysis for odor. <br />Concerns raised in the City's previous correspondence on potential significant impacts <br />related to odor have not been quaned in a study to show that the continued <br />modifications to the project are actually going to help reduce odors. The project has been <br />modified from a maximum of 1,500 .to a 1,000 chickens as well as the addition of a 100 <br />sq. ft. covered, four (4) sided building for the storage of manure which indicates that <br />effort is being made to reduce odor, but based on what measure(s)? The purpose of the <br />modifications are not clearly identified in the Staff Report nor is there quantitative and/or <br />qualitative analysis presented in the IS/MND on how the modifications will affect <br />potentially significant environmental impacts related to Air Quality, specifically odor. In <br />our opinion, without the analysis, the Planning Commission lacks the necessary <br />information to make an informed decision. <br />As such, the City of Lathrop requests the Plan <br />ning Commission continue the item to a <br />date uncertain so that an Air Quality Analysis can be prepared by a qualified professional <br />to analyze and properly disclose the potentially significant impacts related to odor. Once <br />completed, the Initial Study should be re -circulated for public review consistent with <br />CEQA Guidelines Section 15073.5. <br />
