San Joaquin Council of Governments 555 East Weber Ac..0 • St ktoq CA 95202 • (209)Z35-0600 • FAX(209)235-0418 San Joaquin County Airport Land Use Commission ALUC RESPONSE TO LOCAL JURISDICTION To: Stephanie Stowers,San Joaquin County Community Development Department From: Laura Brunn,San Joaquin Council of Governments Date: November 11, 2013 Local Jurisdiction Project Title: PA 1300187 Barajas Minor Subdivision Area of Influence, Airport: New Jerusalem Airport Assessor Parcel Number(s):255340-03 Safety Criteria Zone: Zone 8(Airport Influence Status: Consistent Land Use with Conditions Area) The project site is located within the New Jerusalem Airport's Area of Influence (AIA — Zone 8), and pursuant to the State Aeronautics Act (Public Utilities Code Section 21676) the project is subject to a Consistency Determination by the San Joaquin County ALUC. LAND USE CONSISTENCY REVIEW This project includes a Minor Subdivision application to allow for a parcel minor subdivision. The project is located within the unincorporated lands of San Joaquin County, APN 255-340-03. The entire project is located within New Jerusalem Airport's Airport Influence Area (AIA) as shown in the exhibit located on page three. The residential land uses proposed arc compatible with the 2009 ALUCP Safety Zones for New Jerusalem Airport. The following are standards and project design conditions specific to compliance with the ALUCP and should be carried through as conditions of approval: 1. New land uses that may cause visual, electronic, or increased bird strike hazards to aircraft in flight shall not be permitted within any airport's influence area. Specific characteristics to be avoided include: o Glare or distracting lights which could be mistaken for airport lights. Reflective materials are not permitted to be used in structures or signs (excluding traffic directing signs); o Sources of dust, steam, or smoke which may impair pilot visibility; o Sources of electrical interference with aircraft communications or navigation. No transmissions which would interfere with aircraft radio communications or navigational signals are permitted. o Any proposed use, especially landfills and certain agricultural uses, that creates an increased attraction for large flocks of birds. 2. Occupied structures must be soundproofed to reduce interior noise to 45dB according to State n..:aer..e..
