a_
11 October 2013
AGE Project No. 13-2918
_ 6.0. REGULATORY AGENCY RECORD SEARCH
AGE contacted appropriate regulatory agencies to review records regarding the subject
property and surrounding sites identified as having recognized environmental conditions
that have potential to impact the subject property based on groundwater flow direction,
distance from the subject property and nature of the releases causing the environmental
condition.
r AGE contacted the San Joaquin County Agricultural Commissioner's Office (SJCACO)for
information concerning the use of agricultural chemicals on the subject property.
The San Joaquin County Environmental Health Department (SJCEHD) and the Central
Valley Region Water Quality Control Board (CVRWQCB) maintain records of industrial
violations for this area and are the lead agencies for the enforcement of the State
Underground Storage Tank and Hazardous Waste Laws for San Joaquin County.
AGE contacted EDR, a data retrieval company, to conduct a computer search of federal,
state and regional regulatory agency databases of sites having recognized environmental
conditions or that had permits to manufacture, store, utilize, treat or dispose hazardous
materials. EDR provided AGE with a report of sites within specified search distances of the
subject property that were listed on various environmental databases.
6.1. AGRICULTURAL COMMISSIONER'S OFFICE/PESTICIDE USE
The SJCACO noted that agricultural chemicals permitted for use through Restricted
Materials Permits are not necessarily used on the property. Pesticide Use Reports are
submitted by the farmer for the actual chemicals and amounts used. The SJCACO
maintains Use Permits for five years, and records are filed by the farm name or grower
name and not by address.
The property was found in Restricted Materials Permits for the operator Navarra Ranch,
C&A for the years 2011, 2012 and 2013. The property is identified by Navarra Ranch as
Site 8-2, described as 32-acres 'NW/Determination & S/Durham Ferry with a commodity
type of 'Soil Fum/Preplt' [pre-plant] and commodity code of 40008-0. The table below
summarizes the agricultural chemicals that are permitted for use on the property(Site 8-2)
between 2011 and 2013:
Chemical Uses
Aluminum Phosphide A rodenticide applied in fumigant form to the ground.
` Advanced GeoEnvironmental,Inc.
