9.0 CONCLUSIONS <br /> This SSCR was prepared for the Borba property, 24011 East Dodds Road, Escalon, <br /> California, to identify evidence of any on- or off-site, current or past, sources of <br /> contamination. Several potential sources of contamination, most typical of similar <br /> properties in the area, have been identified and summarized in Section 8.0. The San <br /> Joaquin County Environmental Heath Department will review this report and notify the <br /> property owner if any action is required at this time. <br /> 10.0 LIMITATIONS <br /> This SSCR has been prepared for the exclusive purpose of processing of a land use <br /> application through the San Joaquin County Environmental Health Department (EHD). <br /> It is authorized for use only by the client, the property owner, and the EHD, and for a <br /> maximum time period of six months from its date of completion. The standard of care <br /> employed is typical for this type of report. Live Oak does not represent that all existing <br /> or potential contamination has been identified, although an attempt has been made to <br /> identify typical contamination sources. The SSCR is a document specific to the San <br /> Joaquin County Development Title, §9-905.12; it is not equivalent to a Phase I <br /> Environmental Site Assessment (ESA), does not comply with ASTM E 1527, cannot be <br /> used to provide Landowner Liability Protections under CERCLA, and does not claim to <br /> identify "recognized environmental conditions." Any interested parties are advised to <br /> obtain a Phase I ESA before making decisions related to the presence or absence of <br /> recognized environmental conditions on the Site. This report is not to be used to <br /> determine compliance with local, State, or Federal requirements, including but not <br /> limited to water quality, septic system performance, waste discharge, and hazardous <br /> materials handling. This report relies on many sources; Live Oak cannot warrant the <br /> accuracy or completeness of information provided by those sources. Furthermore, no <br /> sample collection and analysis has been performed as part of this report; without soil <br /> and groundwater analysis, all conclusions of this report should be considered <br /> professional opinion, not scientific certainty. Site conditions and regulatory guidelines <br /> are subject to change and may invalidate portions of this report. This report and its <br /> recommendations in no way fulfill or reduce the property owner's responsibilities related <br /> to the environmental management of the Site under local, State, and Federal law. <br /> Finally, many sources of contamination are identified by a typical SSCR. Although the <br /> EHD may not require a response to all conditions identified, Live Oak recommends that <br /> the client thoroughly consider all identified conditions and contact the EHD or our office <br /> for further guidance on any unresolved issues. <br /> "' LOGE 1414 Page 10 <br />
