This report is required by Monitoring and Reporting Order No. <br /> 90-301. Several statements in the report were not consistent with the information <br /> obtained during the compliance inspection (complaint investigation). The <br /> inconsistencies are discussed below: <br /> Page 1, Paragraph 3, states that the pond was checked and found <br /> intact" at 6:00 p.m. on Thursday, 7 March 1991. Mosquito Abatement District <br /> personnel informed me that the discharge was in progress on 7 March 1991 <br /> prior to 6:00 p.m. <br /> Page 1, Paragraph 4, states that there is not a great amount of 1 i qu i d waste <br /> in the small lagoon (pond). The pump in the main storagepond picks u <br /> wastewater, flushes it through freestalls, and returns it to the smll pondp <br /> The outlet from the small pond was apparently blocked and this resulted in <br /> the flush water overflowing the pond. Therefore, the volume discharged was <br /> a function of the amount of wastewater that entered the small and after <br /> was full, p it <br /> Page 2, Paragraph 1, states that most of the 1 iquid flowed in an easterly <br /> t direction. The slope of the area adjacent to the pond is east to west. The <br /> overflow from the pond was on the south end of the pond. The ditch into <br /> which the overflow discharged drains to the west, then turns south toward <br /> Fairbanks Lateral. <br /> Page 2, Paragraph 3, states that the ditch (assuming Fairbanks Lateral) to <br /> the west had been closed off to prevent flow of any liquid waste. No such <br /> blockage was observed during the 9 March 1991 inspection. In fact, <br /> wastewater was observed flowing from the dairy to Temple Creek via Fairbanks <br /> Lateral . <br /> Page 2, Paragraph 7, s to tes tha t a 11 o f the 1 i qu id was to which leaked into <br /> the ditch was completely removed. The Regional Board staff inspection <br /> revealed wastewater flowing in a continuous stream from the point of <br /> ' discharge to Temple Creek. Evidence also indicates that the wastewater had <br /> been flowing in Temple Creek at least to Van Allen Road.
