John L. Funderburg 2 <br /> Community Development Department <br /> PA-1400209 (MS) <br /> 1. The Parcel Map requirement is waived. A Certificate of Compliance is required. A fee based on the current <br /> fee schedule is required for the processing of the legal descriptions. (Development Title Section 9-890.4) <br /> 2. All easements of record shall be referenced on the new legal descriptions for the Certificate of Compliance. <br /> (Development Title Section 9-910.20) <br /> 3. Proposed private access and utility easements across Parcels 2, 6, 8, 9, 10, 13 and 14 including turnaround <br /> accommodations at their terminations and corner cutoffs at intersecting roads shall be provided for the <br /> benefit of Parcels 1, 8 through 10, inclusive and Parcels 12 through 15, inclusive. The required easements <br /> shall be referenced on the legal parcel descriptions for the Certificate of Compliance and shall be noticed on <br /> a recorded Notice of Subdivision Restriction. The Notice shall read as follows: <br /> Owners hereby make an irrevocable offer to provide private access and utility easements across Parcels <br /> 2, 6, 8, 9, 10, 13 and 14 including turnaround accommodations at their terminations and corner cut-offs <br /> at intersecting roads for the benefit of Parcels 1, 8 through 10, inclusive and Parcels 12 through 15, <br /> inclusive upon conveyance of any of the parcels to another party. <br /> 4. Prior to the issuance of a non-agricultural building permit on parcels not fronting a County maintained road, <br /> private access roadways and turnarounds shall be constructed in conformance with fire road standards and <br /> applicable San Joaquin County Improvement Standards. The required improvements as detailed below shall <br /> be noticed on a Declaration of Minor Subdivision Restriction—Non Rescindable and recorded concurrently <br /> with the certificate of compliance(contact Department of Public Works,Development Services Division for <br /> processing)(Development Title 9-1150.15[c][d]): <br /> a. A private access roadway from Dry Creek Road to Parcel 1. <br /> b. A private access roadway from Dry Creek Road to Parcels 8 through 15 inclusive. <br /> A fee for processing the Declaration will be required. <br /> 5. Drainage from the improved portion of each parcel shall be retained on-site by a retention basin at the time <br /> of development of each parcel. A soils report to evaluate whether adequate percolation is available shall be <br /> submitted and approved for each parcel prior to development of any of the parcels. Hydrologic and <br /> hydraulic analyses shall be provided and demonstrate that all property, both downstream and upstream of <br /> the discharge,will not be subject to a higher flood level as a result of the proposed drainage. (Development <br /> Title Section 9-1135.2) <br /> 6. All improvements shall be in conformance with the current Improvement Standards and Specifications of <br /> the County of San Joaquin. All improvement plans and specifications shall include grading plan for each <br /> individual lot, if applicable. A grading plan shall be submitted as part of the improvement plans and <br /> approved prior to approval of the Parcel Map. The grading plan shall contain the information listed in the <br /> California Building Code(CBC),Appendix, Chapter 33, Section 3309, complete drainage details and <br /> elevations of adjacent parcels. Retaining wall details shall be submitted where applicable. Grading in <br /> excess of 5,000 cubic yards shall comply with Sections 3309.3 and 3309.4 for"Engineered Grading <br /> Requirements". (Grading that disturbs more than one acre will require a National Pollutant Discharge <br /> Elimination System(NPDES)permit). A Preliminary Soils Report is required in accordance with the <br /> County Standards for the purpose of determining the R-Value for the design of the roadways. The <br /> improvement plans and specifications are subject to plan check, field inspection fees and must be approved <br /> by the Department of Public Works prior to construction of improvements. (Development Title Section 9- <br /> 240, Section 9-910, Section 9-1100 and R-92-814) <br />
