Item No . 1 <br /> PC : 6-15-89 <br /> MS-89-59 <br /> Page 3 <br /> STAFF ANALYSIS <br /> BACKGROUND : <br /> The review procedure for Minor Subdivisions is normally Staff <br /> Review With Notification. Due to this particular parcel ' s <br /> history of land divisions and because of policy conditions , <br /> Planning staff has referred this application to the Planning <br /> Commission. <br /> HISTORY: <br /> The original 162-acre parcel was subdivided by Albert Navarra in <br /> 1980 ( PM-79-63 ) into four parcels for family members . One of <br /> those parcels was subsequently divided in 1985 (MS-85-48 ) by Carl <br /> and Albert Navarra into three homesite parcels for family mem- <br /> bers , with a remainder of approximately 41 acres . It is on that <br /> remainder that this project is proposed . <br /> POLICY CONSIDERATIONS : <br /> The main issue associated with this Minor Subdivision application <br /> is whether it meets the intent of the Planning Title ' s homesite <br /> provisions . That intent is to provide homesites for family mem- <br /> bers who earn a substantial portion of their livelihood from <br /> actively participating in the farming operation. Information <br /> provided by the applicant (Attachment A) indicates that a <br /> majority of the family' s 400 acres in the County are located over <br /> 15 miles away from this 40 . 9-acre parcel . The Attachment also <br /> indicates that over 95 percent of the family ' s holdings are out- <br /> side of San Joaquin County. The proposed homesites do not appear <br /> to be near enough to those holdings to allow the family members <br /> to actively participate in the farming operation, nor is the <br /> 34 . 9-acre remainder parcel proposed as G part of this application <br /> large enough to provide a substantial portion of earned income to <br /> an owner-operator and three additional family members. The pro- <br /> posal , therefore , does not appear to meet the intent of the <br /> Planning Title . <br /> ENVIORNMENTAL CONSIDERATIONS : <br /> An Initial Study was prepared for this project on April 19 , 1989 , <br /> and no significant effects on the environment were identified . <br />
