The study was not acceptable in regards to several
ministerial and environmental issues related to the scope of this project. The following
comments need to be addressed by your office in an addendum before the study can be deemed
acceptable.
(1). Page 1,IL Proposed Development.
There is an inconsistent statement as to the total number of parcels to be developed from the
realignment for twenty-two lot lines. The four-(4) smallest sized parcels not planned for
residential development combined with the sixteen larger remaining parcels total twenty-
(20) lots instead of twenty-two (22). 1
(2). Present and Past Use of the Site.
The interview conducted with Mr. George Rose to determine the history of the site does not
constitute firsthand knowledge of the property and should have been conducted with Mr.
David Ferreira, the current owner of the property. -
(3). Page 8,Paragraph 1. Percolation-Testing of Parcels 16, 18,20,22.
It was never the intent of Environmental Health Division staff to imply that percolation tests
would not be required on any of the parcels which were deemed "unsuitable from a nitrate M
loading standpoint". San Joaquin County Development Title requires that a percolation test
be performed on each parcel proposed for development. The Land Use Report, APF# LA-
00-52, noted on the tentative map under Project Description: to adjust 22 existing parcels
and a small unusable lot to become 22 usable parcels along existing road frontage. It was
based on this project description that percolation tests were required on each of the 22
parcels.
i
A Division of San Joaquin County Health Care Services
