f <br /> i <br /> Analysis <br /> PoIiV Considerations <br /> Development Title Section 9-806.4 states that"Prior to approving an application for a Specific Plan <br /> Amendment, the Planning Commission and the Board of Supervisors shall determine that the Specific <br /> Plan Amendment is consistent with the General Plan, any applicable Master Plan, and Public Financing <br /> Plan." <br /> On August 20, 1992, the Planning Commission approved the Negative Declaration and forwarded arded the <br /> Eight Mile Road Specific Plan to the Board of Supervisors with a recommendation of approval. On <br /> October 26, 1993, the Board of Supervisors adopted the Eight Mile Road Specific Plan by Ordinance No. <br /> 3755. Section 4 of the Ordinance discusses the intent and states that"In the construction; maintenance, <br /> and development of Eight Mile Road, within the limits of the Pian, it is the intent of the Plan to develop the <br /> roadway as an expressway with access as shown on the Specific Road Plan." The Stockton City Council <br /> also adopted the Plan. Eight minor Access Points (right-in, right-out)were established, and the subject <br /> site was not one of them. Additionally, approval of the request may set a precedence for other owners to <br /> request access, which would result in numerous access points on Eight Mile Road similar to Hammer <br /> Lane and March Lane. <br /> The County of San Joaquin and the City of Stockton have developed this access plan for Eight Mile Road. <br /> The major goal of this access plan is to develop a roadway that would allow for the safe and efficient <br /> linkage of Interstate 5 and State Route 99. The proposed change would result in the creation of an <br /> additional access point, which may erode the efficiency and safety of Eight Mile Road as an expressway. <br /> Department of Public Works/City of Stockton F } <br /> The Departmentof Public Works and the City of Stockton are recommending denial of this application based <br /> on inconsistencies with the intent of the adopted Eight Mile Road Specific Plan. <br /> Recommendations <br /> Action <br /> It is recommended that the Planning Commission deny Specific Plan AmendmentNo. SP-99-2 due to <br /> incompatibility with the Eight Mile Road Specific Plan,which is designed for the safe and efficient linkage of <br /> Interstate 5 and State Route 99. <br /> San Joaquin County SP-99-21Freitas <br /> Community Development Page 3 <br /> t <br />
