J <br /> (6) Final slopes shall not exceed two feet horizontal to one foot vertical. <br /> Exception: Final slopes to a maximum of one and one-half feet horizontal to one <br /> foot vertical between terraces may be maintained when site-specific geologic and <br /> engineering analysis demonstrate through a slope stability analysis that the <br /> proposed final slopes will have,a minimum slope stability factor of safety as <br /> required above, while demonstrating suitability for the proposed end use and <br /> protecting against erosion(by means of revegetation or other methods approved <br /> by Development Services Division). <br /> Exception: Final fill slopes to a maximum of 1.1.feet horizontal to 1 foot vertical <br /> between 30-foot-wide terraces may be maintained on the north and west sides <br /> of Phase 2 adjacent to the southem and eastem sides of the plant (Phase 1). <br /> These compacted fill .slopes shall be overbuilt and then cut back to the final <br /> profile. Stockpiled material may be placed at the top of these slopes for <br /> purposes of surcharge. <br /> (7) All fill slopes shall be compacted to an average of 85 percent (with a minimum <br /> of 82 percent) of maximum density. Fill shall be placed in maximum three-foot- <br /> high I"ifts. During construction of fill slopes, fill material shall be keyed into the <br /> temporary cut slope so that it will not be placed on top of the sloped portion of <br /> temporary cuts. The method to create a fill slope shall be given an initial test by <br /> a geotechnical engineer to establish the percent of compaction. Submit <br /> additional random tests as required by Development Services Division. <br /> The geotechnical engineer for the above inspections shall be selected by San <br /> Joaquin County with the applicant being responsible for the cost of the <br /> professionalized services plus an administrative fee of 15 percent. <br /> (8) Establish survey monuments at each of the following locations and submit annual <br /> readings performed by a licensed land surveyor that will detect possible <br /> horizontal and/or vertical creep: <br /> (A) Phase 2: adjacent to both the east and south boundaries of Phase 1. <br /> (B) Phase 2: adjacent to the Califomia Aqueduct and Blewett Road. <br /> (C) Phase 3: adjacent to the Califomia Aqueduct, Bird Road, Lone Tree <br /> Creek, and the PG&E pipeline. <br /> (D) Phase 4: adjacent to the Califomia Aqueduct, Blewett Road, and Lone <br /> Tree Creek. <br /> i <br /> (E) Phase 5: adjacent to State Highway 132, Bird Road, the Califamia <br /> Aqueduct, and Lorre Tree Creek. <br /> I <br /> (F) Phase 6: adjacent to Interstate 5, Blewed Road, and the Califomia <br /> Aqueduct. <br /> l <br /> (G) Phase 7: adjacent to Caldomia Aqueduct <br /> i <br /> i <br /> Conditions of Approval -4 - QX-91-5 <br />
