For reference,that maximum mining elevation will result in the following approximate initial maximum mining depths: (A) Phases Z 3, 4, and 8: .158 feet. The final reclaimed upper five feet of material shall consist of the following: The entire top five feet of reclaimed soil shall have a texture that includes a clay content of at least 20 percent and no more than 50 percerrt, and a sand and gravel content of no more than 80 percent (Clay particles are less than 0.002 millimeter in diameter, and sand and gravel includes all particles greater than 0.05 millimeter in diameter.) The upper three feet of the reclaimed soil (consisting primarily of stockpiled topsoil that has been set aside) shall have an organic matter content of at least one percent. As reclamation begins, the available material shall'be evaluated by the applicant to engineer the best possible soil to optimize agricultural productivity. This engineering will be conducted in light of current technology, data, and the best demonstrated cultural practices in use at the time of reclamation. Submit soil sample analysis from an independent laboratory for two-foot and four-foot depths(five random sample locations per 100 acres)of reclaimed soil. The analysis snail show that a minimum of 85 percent of the soil samples meet the content specifications outlined above. In addition, the analysis shall include recommendations for fertilization to be applied prior to commencement of proposed agricultural activity. Except as otherwise required by the Conditions of Approval, the excavator may sell or otherwise dispose of overburden which is not required to be replaced for the reclamation on the pit floor or for the enhancement of the agricultural suitability of the property. Maintain a master map of the soils stockpiled for reclamation. All of the material retained . for reclamation,including topsoil, shall be identified as to location within the project site. For each location, maintain a record of the estimated quantity of material and an analysis of the soils composition. A sample of soil from each kr=ion will be set aside for later use in determining the optimum soil blend for the reclaimed area Highly structured soils shall not be mixed with the topsoil or days. Clay content soils shall be maintained separately from topsoil. The information collected on these soils shall be used to engineer the soil profile to meet the standards relative-to cfay conterrt, organic content, and structure. Submit to Development Services Division the method proposed for the protection of topsoil from erasion. k. All private roads involved in an excavation shall be maintained to control the creation of dust The first 100 feet of any private road on the property that intersects with a publicly maintained road shall be paved with asphalt concrete.
