I. INTRODUCTION 7
}
This Report issues my findings regarding the Nitrate Loading and Soil Suitability Studies completed
for the subject property under examination, located in the Morada area of north Stockton. The
project proposed for the property at this time is to consist of The Eparchy of our Lady of Lebanon of
Los Angeles, dba Saint Sharbel Church. The purpose of these Studies was to examine the
underlying soil structure and characteristics to determine the suitability of an on-site decentralized
wastewater management system, commonly referred to as a septic system. In addition, these
Studies provide the San Joaquin County Environmental Health Department(EHD) with required
information pertaining to the current status of the soil and groundwater in relation to nitrate loading
l potential from the future on-site wastewater disposal system. These studies comply with San
Joaquin County Development Title, Section 9-1105.2(d). The owner of the property is referenced
on the Title Page. Mr. Zahi Haddad is the Council President of St. Sharbel Church and has
provided the preliminary information to complete these Studies.
Within the text of this Report, Bolded Section (§) numbers are referenced at the beginning of an
applicable Paragraph(s), or Appendices that correspond with the EHD Requirements Checklist.
Section Numbers referenced as SSS§ are sections applicable for the Soil Suitability Study
Requirements Checklist. Section Numbers referenced as NLS§ are sections applicable for the
Nitrate Loading Study Requirements Checklist. Other portions of text may also apply to other
sections of the Checklists.
NLS§2.3,SSS§3.1. The subject property is located approximately 0.1 mile east of the intersection of the
East Highway 99 Frontage Road and East Eight Mile Road in north Stockton. Stockton/Lodi municipal ?j
water/sewer facilities have not expanded to this area and it may be several years, if not decades when public
services are available. Consequently, domestic wastewater for this project will be managed by both a new (7-)
septic system and an existing septic system which served an on-site residential structure. This residential
structure is planned to be an office building for the Church. Pursuant to the EHD Conditions of Approval
this Study must"address the conversion of the existing family residence into an office and incorporate thet)
existing septic system's adequacy for commercial use." 61
A domestic well which currently serves this residential structure, is proposed to serve both this structure and
the future Church facility. A defunct irrigation well is located on the property,25 ft north of an existing (Z_
barn and is slated for destruction under EHD permit. These wells are discussed in the Conclusions Section
IV of this Report.
SSS§ 1.1, 1.2. The property is 2.41 acres in size and mostly fallow except for the referenced residential r
structure and barn. Present land use is illustrated by the aerial EHD Parcel Viewer Maps. Current and /wY
future zoning, as referenced on the Title Page, is AG-40.
The following is a summarization of the information collected to complete these Studies and preliminarily
fulfill the requirements of EHD. Wastewater system operational parameters are also discussed in the
Conclusions Section of this Report to supply additional information to EHD:
• The primary disposal area and the required 100% reserve/replacement area that will serve the St.
Sharbel Church will be described on the Site Plans prepared by Church's architect. 1"2
1 '
Chesney Consulting
